Since the evidence requirements made it difficult to prove an offense, the City Council made changes to an ordinance that makes it an offense to knowing allow a dog to defecate on public or private property. The biggest change to the ordinance makes it an offense someone "knowingly permits the dog to enter or be present on private property or on property located in a public place; and fails to have in his possession materials or implements that, either along or in combination with other, can be used to immediately and in a sanitary and lawful manner both remove and dispose of any excreta the dog may deposit on property."

The City Council also adopted an amendment to section 7.21.2(e) of Chapter 7 of the Dallas City Code, thereby increasing maximum fines to $25 for the first offense, $50 for the second, and $100 for the third and subsequent offenses.
