Alpine Highlands POA Board of Directors Meeting 06/04/2008

The Alpine Homeowners Association Board of Directors meeting was held at the home of Ron Littlefield on June 4, 2008 at 7:p.m.

Board members in attendance: Dick Sweeney, Martin Gorence, Missy Benham, Sharon Haven. Guest; Debbie Sweeney, Jeanie Neilson, Eleanor Klingenhofer, Jack Benham.

Board members absent: Pat Cannon, Debbie Ulsund.

Treasurer’s report: Ron stated that AHPOA has $1527.00 in the bank at present.

OLD BUSISNESS

Ron and Dick are planning on getting back with the attorney on changing and updating the Rules and Regs.

Dick Sweeney suggested examples that could be changes to the old Declaration of Restrictions as follows: Item numbers may be off by one number due to an old version and a new version .
ITEM#8
Restrictions on temporary motor home parking. Any one parking a motor home on the property of a homeowner for the purpose of visiting the homeowner must have a courtesy-parking permit issued by the AHOPA. This permit will be for a 10 (ten) day stay. This is non renewable and cannot be extended without board approval.

ITEM#10
Business that encroach on the general well being and tranquility of the neighborhood are not permitted. Businesses that require street parking and undue and maintenance of our roads will not be permitted. Businesses that require use of multiple vehicles and create excess pollution in our area will not be permitted.



ITEM 14b
No parking is allowed in the easement. Motor homes, trailers, tractors and other vehicles must not be parked in the street for more than 72 hours. There can be no parking, storing or keeping of anything in the easement.

Off road vehicles traveling our roads for the purpose of racing and those vehicles with a decibel count at or above the count deemed above normal by the county noise abatement department will not be permitted.

A discussion on the above rules clarification and possible changes was held. Sharon Haven stated that some of these above mentioned rules are already in place. These may be found in the property owner’s deed. Ron Littlefield stated that he would check on this and if it is already in the rules and deemed legal he will compose a letter to be sent to the current 2 homeowners that are in violation of the rules as regards to parking within the easement. It was suggested that 2 letters of warning be sent to the owners of the property and to the owner of the vehicles parked on the Highlands property.
A third warning would be sent stating that owners will have 72 hours before towing will take place.

Martin Gorence made a motion that we do this. Those members that were present suggested email to go out to those that were absent and those present asking for a yea or nay vote. Motion approved.

Jeanie Neilson was asked if she would be willing to serve on the board and she agreed. This fills one of the two absences on the board.

Dick reported on the meeting with the county roads department that was held on the corner of Olive View and Pine View. This is pertaining to the constant speeding of vehicles down Pine View with the purpose of becoming airborne. The recklessness of this creates a road hazard and danger to those living in the area. Some road damage has already occurred due to this behavior. The possibility of a speed bump to stop this was discussed. County will get back to us on this. Ron stated that he would follow up with Rick from the county. Other ongoing maintence is minor at this time.

NEW BUSINESS:

Martin proposed looking into the possibility of making the 2 acres behind Albertson’s into a small “pocket park”. He has talked with Brad Bailey about the possibility of having it maintained by the Little League as the county will not maintain this. In order to get county approval for this project all homeowners affected by this must be in approval. Martin will pursue this further.

Dick Sweeney stated that he is stepping down as President. Martin Gorence agreed to take on the Presidency. Dick will continue on as Vice President as that seat is now vacant.

Next meeting will be the first week of August on a Tues or Wednesday at Jean Neilsons home. Further information will be announced prior to the first week in August. Meeting adjourned at 8:45 p.m.
