Alpine Highlands POA Board of Directors Meeting 11/27/2007

The Board of Directors meeting at the Bread Basket Restaurant, was called to order on November 27, 2007 at 7:00 p.m. by president, Dick Sweeney. Present were Dick, Missy, Martin, Ron, Sharon, Shirley and Debi. Chris and Pat were absent. Guests present were Ron Beyer, Travis & Kristen Thomas, Ernie Yoes, Mr. & Mrs. Skinner, Jack Benham, Debbie Sweeney and Steve Ulsund.

The minutes from the September 18th, 2007 meeting were voted on and approved.

PURPOSE OF CALL:
This meeting was dedicated to the Road Tax (PRD 1010) issues.

OLD BUSINESS:
All old business was tabled until the next board meeting.

NEW BUSINESS:
Dick opened the meeting with a synopsis of the Road Tax situation and the county's response to a property owner's ( Duncan Marks) inquiries and informal meeting he held on November 15, 2007.
We the board, voted unanimously, at the July 18th board meeting, to keep the PRD taxation at the same rate. It was agreed by all that we need to build our coffers for future asphalt overlays, signs, street sweeping, etc. Approximately 5 years ago we began the PRD. The total cost of the project was approximately $457,000. Paying $35 per ton of asphalt. We had a loan from the county and also borrowed $120,000 from a local bank. The combination of interest on these loans cost the PRD approximately $90,000, over the 5 years. We were also looking at ways to save money by not needing any loans for future work and paying so much interest.
Ron informed the group of his discussions with the county; how and why the county liaison changed things before contacting the board. We were basically in the dark. The county Division Manager has recommended that the PRD Tax be reduced. The county only projects for a 5 year period and will not allow us to build up extra funds for future overlays, etc. They will gather necessary data and give Ron a copy of the new spreadsheet showing a 5 year taxation period. Any prepaid overtax will be credited back to the property owner.
Comments and questions were opened to the floor. Steve Ulsund, an AHPOA property owner & plant operator of California Commercial Asphalt gave statistics of the rising costs of asphalt materials. (now almost $70 per ton). Martin recently purchased his home in the Highlands, he was impressed with the upkeep of the roads as well as the neighborhood. We all plan to keep it that way.


The next meeting will be held the first week of March 2008 at the home of Sharon & Al Haven, at 7 PM. Date to be decided via email later in Feb., and will be posted on the website. The location for future meetings will be on a rotational schedule at each of the board members homes.
