AHPOA Minutes from 8/22/07
The Board of Directors meeting at the home of the Sweeney‘s, was called to order on August 22nd, 2007 at 7:05 p.m. by president, Dick Sweeney. Present were Dick, Ron, Shirley, Missy, Sharon and Debi. Martin (working) and Chris (bereavement) were absent. Guests present were Al Haven, Jack Benham, Ernie Yoes, Debbie Sweeney, Frank & Marisha LaHaye and Pat Cannon. The minutes from the July 18th, 2007 meeting were read and approved.
PURPOSE OF CALL: To review the findings pertaining to reorganization of the operations of the association and updating our Bylaws.
OLD BUSINESS: The P.O. Box has been closed. All mail will now be delivered to: AHPOA 2955 Olive View Rd. Alpine, CA 91901; with exception to the bank statement, which will be mailed directly to our treasurer, Ron Littlefield. A copy of the approved July 2007 minutes were given to Ron. He will deliver to California Bank & Trust and make the necessary changes.
Ron will follow up with the county in regard to the street sweeping. They were here for two days in July. Normal procedure usually takes one day. We would also like to ensure that they are only completing the service when we have requested it.
Dick, Ron and Martin will continue to work on a draft to moderately update our Bylaws. They will report with in 90 days.
Dick, Ron & Chris will draft the letter, addressed to all Highlands property owners, advising them of our PRD taxation and necessary reserve funds. These will be mailed out in late summer, before property tax statements from the County. Notice of our POA web site will also be included.
NEW BUSINESS: A two person committee was formed to design street signs for each of the three entrances into our community. Martin and Marisha will work on the design and wording. They will report at the next meeting.
Sharon handed out a San Diego County (Plan 2020) preliminary map that shows design for a major road commencing from Alpine Blvd, using Viejas View Place and connecting through to Eltinge. She will keep us advised.
Sharon brought up the concerns of older septic system failures. Almost all of the homes in the Highlands were not designed to accommodate a septic system with 1 ½ times for an expansion field, that the county began requiring in the 1980’s. To address this, she has been discussing the possibilities and expenses of annexing to the sewer lines that end at Manzanita View and/or South Grade Rd., with engineering companies. Sharon also contacted Dianne Jacob to request the possibility of individual property owner loans, through the County. She asked for the board’s permission to continue her investigation with the various companies, the County & Dianne Jacob’s office. Ron made the motion and Shirley 2nd it. Dick advised she may proceed, but with no expense to the POA. She will update us at future meetings.
Ron will investigate the possibility of changing our name to Alpine Home Owners Association. (HOA, in place of POA) He will contact the County and Attorney Garry Wasserman for legalities.
