My wife, Whitney, and I take our son to IHC for daycare and are reminded every day how dangerous the uncontrolled intersection is at Washington & Penn.
Vehicles from the north and south have limited sight distance due to elevation change and curves, and cars tend to speed in that area, as it is bordered by homes on only one side (forest to the west) and is fairly secluded. We come and go from IHC on Washington and despite stopping to look both ways and listening for cars, we still have to rush through the intersection for fear that someone will come barrelling up or down Penn. On foot is even more scary.
My thought is to request the city install a flashing red light and/or make it a four way with signage advising vehicles on Penn of the upcoming stop. I have made a request via the Mayor's Action Center (http://www.indygov.org/eGov/Mayor/Pages/MACenter.aspx) and ask that you do the same if you believe in this issue.
