Cleveland Connector plan brings angst along the way
By Binyamin Appelbaum and David Bauerlein Times-Union staff writers
The Cleveland Connector is a proposal to pull traffic off Blanding Boulevard by extending the College Drive corridor northwest to Branan Field-Chaffee Road. The four-lane road also would tie the Cheswick Oaks Avenue cul-de-sac to the rest of Clay County.
County officials consider the road their highest transportation priority.
"It gives Orange Park a back door," said Thad Crowe, the county's planning director.
If developers agree to front the necessary money, construction could begin on some portions of the road as early as 2004.
The idea of a northern connector has kicked around for years, stymied by an environmental quandary each time it was proposed.
Any connector between Blanding Boulevard and Branan Field necessarily would cut through the Little Black Creek basin, a pristine wetlands corridor that parallels Blanding to the west. The St. Johns River Water Management District and various environmental groups have opposed any such incursion.
The case for the connector gained added urgency, however, with the opening of Branan Field-Chaffee Road last fall. The area is expected to develop rapidly but is difficult to reach from the northeastern part of the county.
