The Argyle Area Civic Council (AACC) is a neighborhood organization established in 2001, dedicated to informing the residents of the Argyle Forest Area, including those in adjoining Clay County, about neighborhood issues.  The AACC studies issues and concerns through elected officials and governmental agencies to work toward acceptable solutions.   2. First Coast Expressway http://www.firstcoastexpressway.com/

The First Coast Expressway (FCE, SR 23) is a multi-lane, limited access toll road that, once completed, will cross parts of Duval, Clay and St. Johns counties. Expressway traffic will pass through electronic toll gantries without stopping. The gantries will contain an electronic system that will either detect the vehicle's SunPass transponder device or scan the vehicle's license plate for a toll-by-plate invoice in the mail. The total length of the proposed roadway is approximately 46 miles. The FCE will reduce congestion on other major roadways in the region, important not only for daily commuters but also critically important during times of storm-related evacuation. Toll collection on the First Coast Expressway began in July 2019.

4. Old Business
   A. New Planned Unit Development for 4 out parcel commercial establishments at the corner of Collins Road and Old Middleburg Road November 2023

This New Planned Unit Development for 4 out parcel commercial establishments at the corner of Collins Road and Old Middleburg Road is poorly planned in my opinion. 
1) The developer going to tell the planning commission and the planning department that the widening construction of Old Middleburg Road will beginning January 2024, but will not tell the truth about it because the completion of phase 2 widening of Old Middleburg Road will not happen until 2028. At this point Old Middleburg Road is a failing roadway system and should’ve been widened over 20 years ago.
2) The site plan shows a large amount of retail commercial traffic based on the number of parking places in the site plan.
3) The site plan needs to have one ingress egress right in right out at the east end of the project on Collins Road, and one ingress egress right in right out only at the north end of the project. Otherwise, each one of these out parcels will have their own ingress and egress and cause more accidents. There needs to be cut outs from Old Middleburg Road and Collins Road to avoid rear end accidents. This is standard practice on all new commercial projects and not included in this design.
