MINUTES OF THE SEPTEMBER 15, 2008 MEETING
HELD AT DENNY'S RESTAURANT, 8409 BLANDING BOULEVARD
JACKSONVILLE, FLORIDA 32244

Present: Bill Lewis, President; Tom Dumas, Vice President; Allen Durant, Treasurer; Detective Andy Scott (CCSO), Sgt. Joe Spaulding (CCSO), Don Christen, John Draper, Loretta Draper, Shay Dumas, Bill Ellis, David Hodges, Jim Kelly, Leo King, Thomas Martin, and Jerry Thompson

President Lewis called the meeting was called to order at 7:37 p.m.

Approval of previous month's minutes was rescheduled.

Detective Andy Scott and Sergeant Joe Spaulding from the CCSO spoke on public safety. Det. Scott spoke answered questions regarding the recent shooting where a 19 year old male was killed near Cheswick Oaks. He said the incident is still under investigation and it is likely the victim knew the assailant. He also spoke about gang activity, citing two gangs in particular, the 103rd Street Gang and the Argyle East Gang as being responsible for much of the area’s crime, including robberies, thefts, and grafitti. The 103rd Street Gang is the largest in Jacksonville with over 100 members and a hand signal that shows 3 fingers with the palm facing in. Argyle East is comprised of former Orange Park High School students and follows the Folk Nation, an alliance of gangs nationwide.

Gang hot spots include Argyle, Cheswick Oaks, and the athletic center. Det. Scott said it’s best to notify police if you see suspicious activity, because it provides information and opportunities for the police to interface with the youths. Activities that warrant a phone call include 3-4 kids walking along that look like they don’t belong, large gatherings, vehicles spotted several times in a short period, and kids out after curfew (Clay county curfew between 11PM and 5AM Sun.-Thurs. and 1-5AM Fri-Sat. for children under 16). In addition to youths, homeless adults form gangs and are responsible for many smash and grabs. Keith Smith should be contacted regarding graffiti, the protocol for graffiti is to file a report, take photos, and paint over ASAP (keep receipts in case there is a prosecution). Many crimes can be largely prevented by hiding valuables and locking your car and keeping your garage closed. The officers also stressed the importance of Neighborhood Watch programs. Finally, Sgt. Spaulding said that plain clothed and uniformed officers had been assigned to special detail as a response to complaints about parks vandalism.




Transportation, David Hodges reported that the Collins Road Collector distribution road is fully funded and scheduled to start in July 2009. Tom Dumas discussed the Collins Road widening at I-295 bridge and the Parramore Rd. extension that will eventually connect Collins Rd. to Argyle Forest Blvd. Tom Martin mentioned that there is a SJRMD meeting October 14th (and every 2nd Tues.) from 10-1 to address the flooding along the Collins Road Extension from Rampart to Shindler following Tropical Storm Fay.

New business, Up the Creek, a new seafood restaurant chain has opened. Bennigans and Steak and Ale buildings will be up for auction soon.

Alan Durant gave the treasurers report with a balance this month of $557.12, up from $347.12 last month. Alan would like to send out a request for donations to local businesses and association members in order to repair the Argyle Forest sign and entrance. John Draper motioned for the request to be sent out to the general email list and David Hodges seconded the motion. Voted in unanimously.

David Hodges mentioned he would like to pursue ownership of island where the sign is located to avoid issues of ownership, though after discussion, it was decided that ownership would involve too much liability and landscaping obligation. David Hodges reported that a permit is not required to repair the sign if the repairs are under $2,500.

Still waiting on lights for the bridge.

David Hodges reported that the utility lines to the substation have been removed from the easement and he would like to see the easement released to Watermill & Chimney Lakes on the southside of Argyle Forest Blvd.

Alan Durant has a quote of $530 from a mason to repair brickwork on sign, Tom Martin motioned to approve the repairs, Bill Lewis seconded the motion and it was voted in unanimously.

There being no further business, Bill Ellis made a motion to adjourn, which was seconded by Tom Martin. The meeting adjourned at 8:50 PM

You were on my list of people to personally call regarding this issue, as I remember you called our office several months ago inquiring about this.
We are holding a community meeting on August 4th at 6:30 pm at the Shindler Road Baptist Church. I JUST placed an order for the mailout post cards about 5 minutes ago as well as requested an ad be placed in the Times Union on Saturday, July 26th as well as the Westside Sun on July 26th and Saturday, August 2nd. Any persons living within 350 feet of the properties in question will receive the post card mail out. I will be mailing those out hopefully by the end of next week.
As of now, these are the following scheduled Public Hearings:
August 12th - City Council in the Council Chambers at 5:00
August 14th - Planning Commission in the Council Chambers at 1:00 (I believe)
August 19th - Land Use and Zoning Committee meeting in the Council Chambers at 5:00
We will have representatives from our Planning Department and the Office of General Counsel to answer any questions and the applicants from Pappas, Metcalf, Jenks and Miller will also be doing a presentation on the rezoning.
