MINUTES OF THE ARGYLE AREA CIVIC COUNCIL
Held on Monday, August 18, 2008, at 7:30 p.m.

PRESENT: Bill Lewis, President; Allan Durant, Treasurer; Marie Splane, Recording Secretary; David Hodges, Ronnie Coleman, John Draper, Bill Ellis, Don Christen, Thomas R. Martin, Bobbie Cockayne, Kay Sibert, Carlos and Naomi Betancourt, Normi Santiago, Steve Hinkle, Susan Farmer, Gail Buttner, Stephanie Buttner Shiver.
While President Bill Lewis is en route to the meeting, David Hodges called the meeting to order.
LOCAL ELECTIONS: Ronnie Coleman, candidate for Clay County Commissioner, told us about his personal background and why he would be a good choice for County Commissioner.
Next, Stephanie Buttner Shiver spoke on behalf of her brother, Rick Buttner, who is running for Duval County Circuit Court Judge.
ECONOMIC DEVELOPMENT (David Hodges): A Cracker Barrel will open near the Home Depot on Branan Field.
Other restaurants opening at Oakleaf Town Center: Up The Creek, Chick Fil-A, Sakura Japanese Steak House, Five Guys, Orange Julius, and more.
A Tax Collector branch office will open beside Beall's.
Kay Sibert said that there is a small Post Office at the Customer Service Counter in Beall's.
Site prep work has begun for a gas station in front of Publix.
H.H. Gregg appliance company will open beside Beall's.
TRANSPORTATION: Repaving the potholes on the new section of Argyle Forest Boulevard has been completed.
Traffic Cameras, Blanding & Youngerman: The status is that this has been put off.
APPROVAL OF MINUTES: Bill Ellis made a motion to approve the July minutes; motion seconded by Kay Sibert and passed.
LANDSCAPING:
Argyle entrance sign at Argyle Forest Boulevard and Blanding Boulevard: Allan Durant introduced Carlos and Naomi Betancourt, of Engrave Creations. Mr. and Mrs.Betancourt gave an informal estimate of $452 for the pressure washing and repair of the brick work. Formal approval for the repair work will be tabled pending an increase in our treasury balance.
TREASURER'S REPORT: Allan Durant reported a treasury balance of $347.12.
REZONING OF HIPPS PROPERTY: (Property rezoning from RR to PUD, proposal for Navy housing, single and multifamily. The property is owned by Kenneth Hipps, located off of Shindler Road.) A community meeting was held on August 4th, 6:30 p.m., at the Shindler Road Baptist Church. Susan Farmer has been in touch with Councilman Davis's office and was informed no action would be taken until there were more meetings held with the public. Ms. Farmer and several others expressed concern over increased traffic in the area of Old Middleburg, Marlee and Sandler Roads.
ARGYLE FOREST BOULEVARD BRIDGE LIGHTS: The new lights have not been installed; Bill Lewis will contact Councilman Corrigan's office.
NEW BUSINESS: No items to address.
ADDITIONAL COMMENTS: David Hodges represented the AACC on the Cecil Advisory Committee for the Jacksonville Airport Authority at a recent meeting. The FCCJ site at Cecil Field will be a designated training site for air traffic controllers. It is anticipated that there will be 17,000 job openings for this field in the next five years. These are high-paying jobs with an average salary of $165,000.
There being no further business to come before the council, David Hodges made a motion to adjourn, seconded by Allan Durant. The meeting adjourned at 8:35 p.m.

You were on my list of people to personally call regarding this issue, as I remember you called our office several months ago inquiring about this.
We are holding a community meeting on August 4th at 6:30 pm at the Shindler Road Baptist Church. I JUST placed an order for the mailout post cards about 5 minutes ago as well as requested an ad be placed in the Times Union on Saturday, July 26th as well as the Westside Sun on July 26th and Saturday, August 2nd. Any persons living within 350 feet of the properties in question will receive the post card mail out. I will be mailing those out hopefully by the end of next week.
As of now, these are the following scheduled Public Hearings:
August 12th - City Council in the Council Chambers at 5:00
August 14th - Planning Commission in the Council Chambers at 1:00 (I believe)
August 19th - Land Use and Zoning Committee meeting in the Council Chambers at 5:00
We will have representatives from our Planning Department and the Office of General Counsel to answer any questions and the applicants from Pappas, Metcalf, Jenks and Miller will also be doing a presentation on the rezoning.
