Dear Brian,
Due to increased growth and the need to plan as effectively as possible, we are asking your assistance in reviewing issues that impact the area we serve. We consider the Regional Planning Council to be the appropriate agency to be the convener of an interlocal issues forum between Clay County and Duval County to discuss issues in the Southwest area of Duval County and the Northwest area of Clay County. Specific topics we want to address are: transportation, infrastructure, public health and safety, school site planning, park and recreation, and land use / zoning.
We are suggesting that a community forum be planned for four(4) Monday evenings, October 22, 2001, October 29, 2001
November 5, 2001, and November 19, 2001. We are suggesting alternating meeting locations between the two counties - specifically Enterprise Elementary School, 8085 Old Middleburg Road, in Duval County and Tynes Elementary School, 1550 Tynes Boulevard, Middleburg, Florida, Clay County.
The meetings will be open to the public, but mailed invitations will be forwarded to the following suggested invites:
1) Representatives from State and Federal offices;
2) Representatives from St. Johns River Water Management;
3) Representatives from Clay/Duval Planning Departments;
4) Representatives from Clay County Sheriff's and Duval County Sheriff's Office;
5) Representatives from transportation organizations including the Metropolitan Planning Organization;
6) Representatives from the Southwest CPAC;
7) Representatives from Argyle Area Civic Council and Clay County Associations;

10) Representatives from Cecil Field Redevelopment Office;
11) Representatives from School Boards - Clay and Duval;

13) Representatives from Parks and Recreation Department - Clay and Duval;
14) Representatives from Regional Planning Council - The Honorable Glen Lassiter;
15) Representatives from Florida Community College of Jacksonville.
We appreciate your assistance and look forward to working with you for productive sessions that can outline action steps for a smart growth future for this area.

Bill,
David Hodges and I met with John Crofts and Alberta Hipps for the second time.
Councilwoman Alberta Hipps got the money from Planning and Zoning to put the Intensive Area Planning group together. Every governmental agency that will be effected including Clay County is going to be involved in four consecutive Monday night meetings, designed to educate us and bring total focus on the Argyle area.
This area will be bounded by: Blanding to Morse Ave. to Old Middleburg to 103rd to Cecil Field to Clay Co. (and then take in the planned and current developments in Clay Co.) to the Duval Co line to Blanding.
After the informational and learning sessions are completed, the planning stage will begin.
Bill it will be important that the AACC be representative of the afore mentioned inclusive area. All HOA's in the area must have representation in AACC or will need to be represented individually at the IAP meeting, giving each of them input equal to AACC.
Bill, this is a significant opportunity to help shape the future of this soon to be exploding area. We can insure that parks, services, shopping, fire & rescue, police substations, libraries, roads, and recreation opportunities are built into the area. Not just the existing area, but the future developments in the area too.
As Alberta said, "After all this, something good is happening!"
We need to get together SOON.
