ARGYLE AREA CIVIC COUNCIL
MINUTES OF THE SEPTEMBER 17, 2007 MEETING
HELD AT DENNY'S RESTAURANT, 8409 BLANDING BOULEVARD
JACKSONVILLE, FLORIDA 32244

PRESENT: Bill Lewis, President; Tom Dumas, Vice-President; Allen Durant, Treasurer; Marie Splane, Recording Secretary.
Others in attendance: David Hodges, Ashley Davis, John Draper, Don Christen, Jim Kelly, Bill Ellis, Ed Pauly, Thomas R. Martin, Tony Bates, Barbara Cockayne, Kay Sibert, Glenn Boyles, Mike Dannelly, Greg and Coralynn Roberts, and Sherrie Porter (Congressman Cliff Stearns office).

1. Call to Order. The meeting was called to order at 7:40 p.m.

2. Approval of August minutes: Thomas Martin moved that the August minutes be approved; motion seconded by Allen Durant. Motion passed.

3. Committee Reports:
Jacksonville City Council/ Clay County Commission reports: No reports this month.
Public Safety: No reports.
Transportation (Argyle Forest Entranceway/Median): David Hodges has found the company that made the tile at the entranceway. The company, Klankers, is trying to locate about 25 pieces of the tile. It is unlikely they will find it, since the tile was installed 15 years ago, but they are looking. It is called subway tile. If it cannot be located, we might be able to find something similar.
Business Development: No report.
Landscaping: Ashley Davis has been in communication with Councilman Corrigan's office regarding the supplemental landscaping for the Phase 1 section of Argyle Forest Boulevard. Apparently there has been a misunderstanding, as Councilman Corrigans office was under the impression Ashley was going to provide brand-new landscaping plans. It was Ashley's understanding that the old landscaping plans, which subsequently ran over budget, could be used as a basis for the supplemental landscaping. He will continue to be in contact with Councilman Corrigan's office and hopefully resolve the issue.

David Hodges made a motion that a letter be sent to Councilman Corrigan to encourage fulfillment of the original architectural landscape design for Phase 1 and utilize the Tree Mitigation Fund to help fund it. Motion seconded by Ed Pauly and passed unanimously.

Communications, Homeowners Association Presidents Meeting, Grant Writing, Treasurers Reports: No reports this month.

4. Old Business:

Chimney Lakes Bridge Lights: Mike Dannelly, Vice-President of Chimney Lakes Homeowners Association, reported that the Chimney Lakes Board of Directors has no opposition to the removal and replacement of the bridge lights as proposed by Councilman Corrigan. The question of what to do with the old bridge lights will be brought up at a subsequent board meeting, but the general feeling by Mr. Dannelly is that Chimney Lakes Owners Association would probably like to keep the old lights for possible usage in the future around the association common areas.

5. New Business:
Proposed Assisted Living Facility on 7.5 acres, 8368 Collins Road.
Greg Roberts gave a Power Point presentation describing the facility he would like to build. The facility, described as a Continuing Care Retirement Community, would have assisted living, independent living, and nursing home buildings. The facility would be gated, and would be comprised of four buildings, four stories high, with areas for parking and outdoor activity areas. After discussion of various concerns regarding density, parking and height of the buildings, Mr. Roberts advised that he would reevaluate those concerns and revisit this in the next couple of months.

City of Jacksonville Budget and Proposed New Fees:
Ed Pauly made a motion that this body send a letter to at least our councilman and to the mayor about the proposed new fees. John Draper seconded the motion. After discussion, Ed Pauly withdrew the motion.

David Hodges made the following motion:
“I move that we send a letter to all 19 council people, encouraging them to hold the line on the fees and to vote ‘NO’. We would like to remind Council Members the whole reason Governor Crist was offering to cut property taxes was to reduce the tax burden and, in particular, the ad valorem taxes. Reducing property taxes and adding fees is backwards and counterproductive to the intent of Governor Crist’s proposal. We would like to encourage the Council to hold the line on costs and fees. Say no to fees and cut back on spending.” Motion was seconded by Kay Sibert. After discussion, the motion was unanimously approved.

No further business coming before the board, Kay Sibert made a motion to adjourn. Motion seconded by Tom Dumas and passed. The meeting adjourned at approximately 9 p.m.
