ARGYLE AREA CIVIC COUNCIL
MINUTES OF THE APRIL 16, 2007 MEETING
HELD AT DENNY'’S RESTAURANT, 8409 BLANDING BOULEVARD
JACKSONVILLE, FLORIDA 32244

Present: Bill Lewis, President; Tom Dumas, Vice President; Allen Durant, Treasurer; The Honorable Doug Conkey, Sherrie Porter for Cong. Cliff Stearns, Kay Sibert, Bobbie Cockayne, John Draper, Loretta Draper, David Hodges, Jim Kelly, Wilma Schnell, Fred Campbell, Jean Campbell, Thomas R. Martin, Ken Shirey, Don Christen, Ron Stine and Vanessa Price.

President Lewis called the meeting was called to order at 7:40 p.m.

Approval of the March 19, 2007 minutes was rescheduled.

President Lewis recognized Sherrie Porter, Legislative Assistant to Congressman Cliff Sterns. Ms. Porter gave notice and invited all to Congressman Stearns’ April 28 Town Meetings. 1:00 PM – 2:00 PM Orange Park Town Hall, and 2:30 PM – 3:30 PM Cecil Commerce Center.

Transportation, David Hodges: introduced Ron Stine and Vanessa Price, from Jacksonville’s Department of Parks and Recreation who discussed the preliminary layouts of the Enterprise Learning Center Parcels A3 and A4 Parks as well as the Park at the NE corner of Argyle Forest Boulevard and Old Middleburg Road.

David Hodges emphasized the need for more fields rather than 1 Championship and 1 High School layout, as well as the need for more parking. Ron Stine and Vanessa Price informed the group, the larger fields are able to be subdivided for the needs of the events; and that the plan was only preliminary at this time. When Bill Lewis asked about ground breaking date, it was stated there is no current source of funding.

Ron Stine pointed out additional parking requires additional retention, which reduces the area for soccer fields. Tom Dumas asked about pervious parking and Ron Stine mentioned the ST. Johns River Water Mgt. District would not approve, due to eventual compression and full sheet flow. David Hodges requested the City determine if offsite retention may be available, such as at Chimney Lakes Elementary School. He also requested 3 wall handball courts and a skateboard park. Ron Stine mentioned the major problem with skateboard parks is noise to the surrounding neighbors.

In closing Ron Stine asked that any suggestions be emailed to him (ph: 630-0193). He will take to his boss and the new planning firm, HDR.

President Lewis then recognized Clay County District 2 Commissioner, Doug Conkey, who updated the group. On the potential alignment of Shindler Road with Cheswick Oaks, he stated that after speaking with project engineers at HDR that it was not going to happen. David Hodges stated that also told the AACC about the new I-296 / Collins Interchange.

Bill Lewis asked about the College Drive extension. Commissioner Conkey stated it looks good but is not funded; and, the emphasis is currently on a new North / South connection.

Commissioner Conkey reported he is getting closer of his goal for 2 entrances and exits and connecting Cheswick and Kendlewood.

Kay Sibert stated the land designated for the Cheswick Fire Station is mostly wetlands.

Commissioner Conkey further stated the Oakleaf Athletic Assoc. has been formed and goes to Board for approval; and he has meet with Mayor Peyton and Councilman Corrigan to bring reciprocity to Clay and Duval Library users.

He mentioned the new Director of the Council on Aging and the possibility of a public transportation system based at the College on College Drive.

Alan Durant mentioned the light bulbs on the Argyle Forest Bridge have been replaced; however have not been turned on yet. He then gave the treasurers report with a balance this month of $347.12. Alan also mentioned the Sembler Group’s interest in attending our next meeting.

Fred Campbell mentioned the loud motorcycle noise between 11 PM and 4 AM, which is probably coming from Brannen Field Road. David Hodges with check on.

There being no further business, Ken Shirey made a motion to adjourn, which was seconded by Alan Durant. The meeting adjourned at 9:55 PM

b. Gary Kresel from the Planning Dept to speak on the subject of the missing 12 acres for the school across from Enterprise. Jeanie Fewell gave this land to the Parks and Rec Dept but I want to get it back and he says we can. David Hodges pointed him toward Alberta for an explanation of the land swap/zoning change that she brokered as Councilwoman which never got finished. He talked to Parks & Rec today about this issue and also about getting started on the soccer complex at the corner of AFB and Old Middleburg.
