MINUTES OF THE JUNE 18, 2007 MEETING
HELD AT DENNY’S RESTAURANT, 8409 BLANDING BOULEVARD

CALL TO ORDER
Vice President Tom Dumas called the meeting to order at 7:35 p.m. President Lewis should be arriving shortly.
APPROVAL OF OLD MINUTES
Monday, May 21, 2007 AACC Meeting:
Monday, April 16th, 2007 AACC Meeting: Bobbie Cockayne made an addition to the
minutes to include complaints of drag racing along Argyle Forest Boulevard late at night.
Motion by John Draper to approve the April 16th and May 21st minutes. Motion seconded and passed.
COMMITTEE REPORTS
Sherrie Porter, representing Congressman Cliff Stearns, announced that the congressman will be holding outreach hours on Friday, June 22nd, at the Argyle Library, from 1:30 to 4:30.
Anyone wishing to express an opinion, problem or question is encouraged to attend.
No reports from Jacksonville City Council.
Clay County District 2 Commissioner - Doug Conkey Doug Conkey gave a rundown of activity in Clay County, which included property tax reform, a proposed amendment to the Animal Control ordinances outlawing tethering of dogs and cats, as well as prohibiting the transporting of dogs in open pickup trucks, and an enhanced sex predator ordinance. Commissioner Conkey answered general questions about public services and taxes.
PUBLIC SAFETY REPORT. (Jacksonville Sheriff's Office and Clay County Sheriff's Office) No reports.
TRANSPORTATION.
Argyle Forest Boulevard – Bill and Sally Cook, who live on Sand Point Drive East, passed around photographs showing structural damage that they say was caused by the widening of Argyle Forest Boulevard when the limestone was compacted. They will be contacting J.B. Coxwell, the road widening contractor, the JTA, and City Councilman Corrigan.
The left turn lane from Argyle Forest Bouevard west to Cheswick Oaks has been extended, which has improved traffic in that area considerably.
Extension of Collins Road from Old Middleburg to Shindler:
Bill Ellis brought to the board’s attention a potential issue regarding wetlands which extend into back yards of Bridgecreek/Sable Creek developments. There is an 80-foot right-of-way, and the city’s plans call for 100 feet.
Tom Martin informed us that there is a 20-foot strip of land behind the homes in Timber Point adjacent to Collins Road, and ownership of the 20-foot strip is not clear, as the homeowners association has a deed for it but the City of Jacksonville says it owns it.
These two problems are likely to impact water management in these neighborhoods.
I-295 @ Collins Rd / Blanding Blvd Interchange Construction/Design Project
General discussion.
Collins Road Widening – Of the four sections of Collins Road to be widened,
three are scheduled to begin in 2008. The Rampart to Westport section is currently being cleared of trees on both sides. The other sections are Westport to Shindler, then Shindler to Old Middleburg.
Branan Field/ Chaffee Road Phase 1 (103rd St. to I-10) – Not specifically addressed, but development and access alongthe Clay County portion of Branan Field Road was discussed with Commissioner Conkey .
Shindler Rd realigned with Cheswick Oaks along the JEA easements for power lines. Not specifically discussed.
College Drive Extension North Project Development and Environment (PD&E) Study –
Commissioner Conkey briefly addressed this, saying that hopefully transportation projects will be protected under the new state property tax reform.
New connection between Blanding Boulevard (SR 21) and Branan Field/Chaffee Road (SR 23). - Clay County- Not specifically discussed.
Extension of Collins Rd from Old Middleburg to Cecil Commerce Center.
There are public hearings yet to be held.
BUSINESS DEVELOPMENT - David Hodges
Oakleaf Town Center - Development is coming along. There will be a BP gas station at the corner of Oakleaf Village and Argyle Forest Boulevard. This gas station will have a contract postal unit located inside.
Communications and Web Site – (Bill Lewis) Nothing new to report
Home Owners Association Presidents Meeting – (Bill Lewis) No report.
Grant Writing Committee - No report
Landscaping Committee - Argyle Sign at Argyle Forest Blvd and Blanding Blvd
David Hodges made a motion to form a committee to address the maintenance of the entranceway.
Motion seconded by Allen Durant and carried unanimously. On June 30 at 8:30, committee members will meet and begin cleaning up the entranceway.
Trash in the lake at Spencer’s Lake Drive and Argyle Forest Boulevard – David Hodges will be speaking to the road contractors to see if this can be cleaned up.
Treasurer's Report – (Allen Durant)
Our bank balance is $347.12. We were charged a $3 service fee, but Allen expects that to be refunded to the account once he makes a phone call to the bank. Allen is investigating the possibility of moving the account to VyStar Credit Union.
OLD BUSINESS
Town of Clayton: David Hodges reported that the exploratory committee for the Town of Clayton has made contact with another group with similar interests. As soon as the other group’s board votes on the similar issues as the Clayton exploratory committee, some more definitive information will be forthcoming.
NEW BUSINESS:
National Immigration Reform Proposed Legislation: John Draper made a motion that the Argyle Area Civic Council write a letter expressing its opposition to this legislation and send it to our Congressional representatives: Cliff Stearns, Ander Crenshaw, Corrine Brown, Bill Nelson and Mel Martinez. Motion seconded and carried unanimously.
There being no further business to come before the board, Kay Sibert made a motion to adjourn. The motion was seconded and passed unanimously. The meeting adjourned at 9:20 p.m.

OakLeaf Town Center - Oakleaf Town Center is a planned 850,000 s.f. open-air regional shopping center located in the northwest quadrant of the Argyle Forest Boulevard and Old Middleburg Road intersection within the Oakleaf Plantation DRI in the southwestern portion of Duval County. Oakleaf Town Center will be anchored by several major tenants and will offer a main street element at the entrance. Oakleaf Plantation is DRI approved for 11,000 residential units.
