MINUTES OF THE ARGYLE AREA CIVIC COUNCIL
Held on Monday, June 15, 2009 at 7:30 p.m.
Denny's Restaurant, 8409 Blanding Boulevard
Jacksonville, Florida 32244

PRESENT: Bill Lewis, President; Tom Dumas, Vice-President; Allen
Durant, Treasurer;
Marie Splane, Acting Recording Secretary; Ken Shirey, Bill Ellis,
John Draper, Ashley Davis, Thomas R. Martin, Jerry Thompson, Clay
County Commisioner Doug Conkey.

1. The meeting was called to order at 7:55 p.m.
a. Approval of May minutes: Allen Durant moved to accept the
minutes. The motion was seconded by Bill Ellis and carried.

2. COMMITTEE REPORTs
Doug Conkey, Clay County Commissioner, gave the following update on
Clay County Commission activities:
Budget: Clay County is having budget difficulties much the same as
other counties in the state due to property devaluations, sales and
gas tax losses. Heavy rains in May caused damage to roads and storm
water systems. More funds are needed for resurfacing, paving and
maintenace of roads and retention ponds.
FDOT projects: The widening of the bridge on Blanding over Black
Creek has started. Later this summer the bridge that goes over 209
will be replaced as part of the road widening that goes all the way
from Lake Asbury up to Branan Field and is part of Clay County's
Master Plan. Repaving/repairs and paving shoulders will be done on
Branan Field Road. Blanding Boulevard will be repaved, with sidewalk
repairs, from Orange Park High School up to the county
line. Blanding Boulevard will also be widened to six lanes, from
Knight Boxx Road to Old Jennings late summer/early fall. Another
southbound onramp lane will be added to the Blanding Boulevard/I-295
intersection.
ITS: Intelligent Traffic Systems will be instituted on the heavier
sections of Blanding Boulevard.
Cheswick Oak neighborhood: Traffic improvements are planned for
Cheswick/Argyle Forest intersection to alleviate the morning backups
on Cheswick Oak.
Stimulus projects to start in September: County Road 214 is getting
repaved. Peoria at College is going to get a dedicated right-turn
lane. Knight Boxx road is going to get repaved. There will be a
dedicated turn lane on Kingsley Avenue going south onto Park Avenue.
There was a general discussion about the new Shands bridge that will
be part of the beltway, toll roads and non-toll roads. On July 14th
at 4:30 at the Thrasher Horn Center, State Representative Jennifer
Carol and Transportation Secretary Baldwin will be in suite A to
address any questions from the public.

3. TRANSPORTATION:

Collins Road Interchange: The funding has been delayed for another year.

Collins Road Extension (Tom Martin): There has been a change in the
water management permit from Shindler Drive to Old Middleburg
Road. The Water Management District wants to take out the Collins
Road Extension and put it into the Shindler Drive Project. They're
going to do the Shindler Drive from where they've stopped all the way
up to 103rd treat. The program has changed from three lanes with
curbs and gutters and sidewalks to two-lane repaving with sidewalks.

Old MIddleburg Road/103rd to Branan Field: Discussion by Jerry
Thompson and Bill Lewis.

4. HIPPS PROPERTY REZONING (to facilitate Navy Housing): Jerry
Thompson advised us that this application was withdrawn as of April 15.

5. LANDSCAPING: Ashley Davis contacted Davey Tree Company about
getting some of the dead trees along Argyle Forest Boulevard
replaced. Two trees will be replaced at no charge; 13 had been run
over by cars and won't be replaced unless the City will pay for it.

6. TREASURER'S REPORT: Allen Durant reports that there is $349.74
in the treasury.

There being no further business to come before the council, Bill
Ellis made a motion to adjourn. Motion seconded by Ken Shirey. The
meeting adjourned at 9:15 p.m.

You were on my list of people to personally call regarding this issue, as I remember you called our office several months ago inquiring about this.
We are holding a community meeting on August 4th at 6:30 pm at the Shindler Road Baptist Church. I JUST placed an order for the mailout post cards about 5 minutes ago as well as requested an ad be placed in the Times Union on Saturday, July 26th as well as the Westside Sun on July 26th and Saturday, August 2nd. Any persons living within 350 feet of the properties in question will receive the post card mail out. I will be mailing those out hopefully by the end of next week.
As of now, these are the following scheduled Public Hearings:
August 12th - City Council in the Council Chambers at 5:00
August 14th - Planning Commission in the Council Chambers at 1:00 (I believe)
August 19th - Land Use and Zoning Committee meeting in the Council Chambers at 5:00
We will have representatives from our Planning Department and the Office of General Counsel to answer any questions and the applicants from Pappas, Metcalf, Jenks and Miller will also be doing a presentation on the rezoning.
