MINUTES OF THE May 21, 2007 MEETING
HELD AT DENNY'S RESTAURANT, 8409 BLANDING BOULEVARD
JACKSONVILLE, FLORIDA 32244
PRESENT: Bill Lewis, President; Tom Dumas, Vice President; Allen Durant, Treasurer; Marie Splane, Recording Secretary.
Other members in attendance: David Hodges, Ken Shirey, Bobbie Cockayne, Kay Sibert, Tony Bates, Dave Siebert, Thomas R. Martin, Jim Kelly, Loretta Draper, John Draper, Don Christen, Ashley Davis, Ed Alfred, Wilma Schnell.
1. Call to Order.
The meeting was called to order at 7:35 p.m.
2. Approval of Minutes: David Hodges made a motion to correct the March
minutes to name Dan Criscoulo as the contact person under item 7, instead of
Katja Palmer. Bill Lewis will make the correction on the minutes as posted on the website.
3. Transportation (David Hodges):
Contact was made with public relations for JTA about recent problems with the
widening of Argyle Forest Boulevard. Access into and out of McDonald's from Argyle Forest Boulevard needs to be addressed. The left turn lane at the intersection of AFB and Cheswick Oaks needs to be lengthened. There is currently room for no more than five or six cars to turn left onto Cheswick Oaks.
There is concern about emergency vehicles having enough room to navigate through. The traffic engineer will be asked to consider modifications to the
current traffic pattern while construction is ongoing.
Tractor-trailer parking in Winn-Dixie parking lot.
Bobbie Cockayne discussed the problem with traffic tie-ups being caused by
tractor trailers and school buses trying to navigate from the Winn-Dixie parking lot to the streets. Because of the size of these vehicles, traffic is backing up.
Several tractor-trailers are parking in the side lot of the Winn-Dixie, and the manager has put up a No Parking sign, but the trucks are still parking there.
4. Economic Development (David Hodges:)
Candlewood Cove: There was a request to check past minutes to see if
Kendale Development had agreed to put a fountain in the retention pond that will be located at the entrance of this development. The company was contacted recently and has no recollection of an agreement to put a fountain in the retention pond/entranceway.
Oakleaf Town Center: Home Depot should be completed by September. There are two outparcels left to sell. All stores should be completed by the end of the year.
5. Communications and website:
The minutes for April are being finished.
6.. Homeowners Associations, Grant Writing Committees: No activity.
7. Landscaping:
President Lewis has received some emails from residents inquiring about the upkeep of the sign and median at the entranceway at Blanding Boulevard. He will follow up with these inquiries and provide them with the information provided
previously by Jim Minion.
8. City of Clayton:
David Hodges led the discussion, enumerating some of the possible advantages for Clay County residents if the Oakleaf Plantation area was incorporated as a city. If incorporated, it would be the largest city in the county of Clay. David Hodges made a motion that the AACC form an ad hoc committee to explore the creation of the Town of Clayton, which would encompass Cheswick Oaks, Oakleaf Plantation and surrounding areas. Motion seconded by Kay Sibert. Motion carried, 11 to 3.
Allen Durant made a motion to nominate David Hodges as chairman of the exploratory City of Clayton committee. Motion seconded by John Draper and carried. Members of the committee will be announced next month.
9. Treasurer's Report: Allen Durant reported that Compass Bank assessed our
account $6, then reimbursed us $3 Allen made a motion to move our bank account to VyStar Credit Union, and add a third officer as signatory on the checking account. Two signatures are required on a check, but if one person is
unavailable, no checks could be written. The addition of a third authorized signatory is in the best interest of the council. The three authorized signatories would be the treasurer, the vice-president and the president. John Draper seconded the motion, which carried.
There being no further business to come before the council, Ashley Davis made a motion to adjourn, seconded by Tom Dumas. The meeting adjourned at 8:52 p.m.

a. Gary Kresel from the Planning Dept to speak on the subject of the missing 12 acres for the school across from Enterprise. Jeanie Fewell gave this land to the Parks and Rec Dept but I want to get it back and he says we can. David Hodges pointed him toward Alberta for an explanation of the land swap/zoning change that she brokered as Councilwoman which never got finished. He talked to Parks & Rec today about this issue and also about getting started on the soccer complex at the corner of AFB and Old Middleburg.
c. BJP Capital Project - No entrance to Kirkwood Presbyterian Church from Argyle Forest Blvd during Construction
