MINUTES OF THE DECEMBER 17, 2007 MEETING OF THE ARGYLE AREA CIVIC COUNCIL
Held at Denny's Restaurant, 8409 Blanding Boulevard
Jacksonville, Florida 32244
Present: Bill Lewis, President; Tom Dumas, Vice President; Marie Splane, Recording Secretary; Don Christen, John Draper, Jim Kelly, Clay County Commissioner Doug Conkey, Bobbie Cockayne, Kris and Sabrina Robinson, Bill Ellis, Shay Dumas, Thomas R. Martin, and Steve Hinkle.
President Lewis called the meeting to order at 7:45 p.m.
Approval of the November 19th minutes: Bill Ellis moved to correct the paragraph addressing the extension of Collins Road from Shindler to Old Middleburg Road by adding the words "creating a buffer" after the words "right of way." Bill Ellis then moved to approve the minutes, seconded by John Draper. Motion passed and the minutes were approved.
Clay County Commission Report:
Clay County Commissioner Doug Conkey discussed the recent defeat of a move to establish a municipal service taxing unit. The Clay County Commission voted 5-0 to not examine it this year.
He has asked that Clay County be represented on the Cecil Field Aviation Advisory Committee, asking that he be placed on the committee and one of his staffers to serve as an alternate.
Application for a 90-bed hospital to be built in Clay County is in progress.
School redistricting will be occurring throughout Clay County due to new elementary schools being built.
Transportation: David Hodges sends Christmas greetings to everyone. He is spending Christmas in Montana with his family.
Cecil Commerce Center: John Draper made a motion to appoint David Hodges as the Argyle Area Civic Council representative for Cecil Airport Advisory Committee meetings, with Tom Dumas to serve as backup representative. Motion seconded by Marie Splane. Motion passed.
Communications and Website: Bill Lewis is creating an online directory of Oakleaf businesses on our website.
Old Business:
Jim Kelly gave a report on the meeting held regarding Enterprise Park. The soccer field will be full size but painted so that it can be used as an age-appropriate field, from age 4 up.
Argyle Forest Sign island: The median is being mowed on a regular basis.
Landscaping: The Jacksonville City Council has approved using the tree mitigation funds for landscaping in the Phase 1 area of Argyle Forest Boulevard .
Extension of Collins Road from Shindler to Old Middleburg: Bill Ellis and Kris Robinson would like to see the proposed median width narrowed and would like to see a uniform 8-foot fence built by the City at the right-of-way that borders homeowner properties. President Lewis will collaborate with Bill Ellis and Kris Robinson on a letter to be sent to the project manager expressing these concerns.
Treasurers report: Due to the absence of Allen Durant, the treasurers report was deferred until the January meeting.
There being no further business to come before the council, Kris Robinson made a motion to adjourn, seconded by Bill Ellis. The meeting adjourned at 8:48 p.m.
