The Florida Department of Transportation will hold a public hearing to discuss the proposed improvements on Interstate 295 between Collins Road and Blanding Boulevard, including the construction of a new interchange at Collins Road.
What: Public Meeting to discuss proposed improvements to 1-295 at Collins Road, SR-21 (Blanding Blvd) Interchange and the Ortega River Bridge.

This letter was originally written for the July 16, 2002 Public Meeting.

The answer to many of the Argyle Forest Area's problems is improved transportation. To achieve this, let me encourage you to be present at the Tuesday, April 29, 2003 , meeting at the Orange Park Holiday Inn to see what is being planned for I-291 and Blanding and I-295 and Collins Rd. After many meetings, discussions, questions and answers, the AACC has agreed to approve the building of the Collector Distributor system in exchange for promises to build it in phases with the Collins Rd end of it being Phase 1. There are problems with the Collector Distributor system as previously presented which present challenges to the engineers. They have committed to working through them towards a smooth solution. The most immediate effect anyone could make is for City of Jacksonville offices to change their time of openings such that many workers would alter their use of the roadways during peak periods. There is plenty of asphalt and concrete to go around, just not enough for all to use it during the same two hours. This meeting will be your best chance to see what is planned as a solution and provide input. If they'll build Collins Road first and help us find the Congressional money to build it quickly (like by 2006), we're supporting it as the best option available.

The Florida Department of Transportation invites you to attend a Public Meeting to discuss proposed improvements to 1-295 at Collins Road, SR-21 (Blanding Blvd) Interchange and the Ortega River Bridge. This meeting will be held at the Holiday Inn. 150 Park Avenue. Orange Park. Florida. on Tuesday, April 29, 2003

Beginning at 5:00 p.m., Department personnel will be available with maps, drawings and other pertinent information to discuss the proposed projects and to answer any questions. At 7:00p.m., the Department will give a formal presentation followed by a public comment period.

A Project Development and Environmental Study is currently underway to develop a collector/distributor roadway on 1-295 in Duval County beginning east of Blanding Boulevard (SR-21) and ending north of Collins Road. This study will include the development of an interchange at Collins Road. The Department will also discuss the proposed improvements (specifically the construction plans) to the SR-21 (Blanding Blvd) Interchange ramps along with improvements to the I-295 / Ortega River Bridge.

All residents, property owners and interested persons or groups are encouraged to come and participate. Public participation is solicited without regard to race, color, religion, sex, age, national origin, disability or familial status. This project is being developed in compliance with Titles VI and VIII of the Civil Rights Act.
