Welcome to our update on current Vista information.

DATES FOR YOUR CALENDAR

April 12, 2003: At Flentie Park, 1:00 PM prompt. The Easter Bunny will oversee the sixth annual Vista Easter Egg Hunt. Every home in the Vista has already received a hand-delivered flier about this event. The event packs a lot of fun and great memories into a short period of time. A big Thank You to all the Vista residents who have assisted the Easter Bunny in past years with their time and donations for the benefit of the children. We always have a marvelous time watching the delighted children scramble to find ?“eggs?” (meaning chocolate) and prizes. Adults get to have any chocolate and other candy missed by the children! September 13, 2003: VISTA PICNIC at Flentie Park 1:00 ?– 5:00 PM Plan ahead to leave this date open for our community?’s social event of the year. We always need volunteers to assist. Please call Kelly O?’Neil if you will help us for part of the picnic.

PALATINE ROAD BOULEVARD PLAN

Since 1996, your Vista officers have been attending Palatine Road meetings with the Illinois Department of Transportation, the Palatine/Willow Road Community Mobilization Team, the Chicago Area Transportation Study group, Village of Arlington Heights officials, and School District 23 officials. Our Vista-conceived Boulevard Plan for Palatine Road was first discussed in Vista Views in July 1998. Most recently there was an April 2nd- meeting of these organizations at Arlington Heights Village Hall. Decisions on details of the Vista?’s segment of the Palatine Road Boulevard Plan between Rand Road and Elmhurst Road were discussed.

In summer of 2004, IDOT will accept bids for construction contracts for the section of Palatine Road between Rand Road and Elmhurst Road. Construction will be complete in late 2005.

Another contract involves the section from Elmhurst Road to the bridge at Milwaukee Avenue. Construction will result in Palatine Road passing under Wheeling Road, thereby eliminating a traffic signal for Palatine Road at that intersection. This section of roadwork will require two years, beginning in 2004. A third contract involves the section of Palatine Road from the bridge at Milwaukee Avenue to Saunders Road near the Tri-State Tollway (294). This section will also require two years of construction in 2004 and 2005.

If IDOT?’s plan stays on schedule, Palatine Road between Rand Road and Elmhurst Road will be reduced to one lane of traffic in each direction for one year (2005). Traffic will be one lane in each direction for two years (2004 and 2005) between Elmhurst and Saunders. If you want more details, please contact Jack Fahey.

ARLINGTON VISTA SEWER PROJECT RESULTS

The storm-sewer improvements in Arlington Vista were completed in the fall of 2001. The sanitary-sewer improvements in Arlington Terrace, our neighbor just south of Palatine Road, were completed in April 2002. The Arlington Terrace sanitary-sewer improvements were for the benefit of improving the sanitary- sewer performance in the Arlington Vista.

There has been one significant test of both sewer systems since their completion. On August 22, 2002, there was a rain event that qualified as being expected once every 35/45 years. It was the most rain since August 1987?’s 750-year tsunami. The storm sewers worked well. The sanitary sewers showed improved performance in certain Vista areas. To our knowledge, no Vista home received sanitary sewage in its basement. However, sewage was ?“knocking at the door?” of some residences. The Vista may still need future work to further improve the sanitary sewer performance; however, no such work is scheduled at this time. There are many variables involved in examining the results of a rain event, such as the intensity and duration of the rain, roots and other obstructions, and antecedent moisture conditions. Therefore, only mentioning an expected yearly recurrence interval is not sufficient to predict actual performance of our sanitary sewers. For example, there could be a 35/45-year event with more rain spread over more hours. In this example, sewer performance might appear more improved than with the 35/45-year event that we experienced on August 22, 2002.

We will continue to monitor and record all aspects of significant rain events and document them for the Village. If any resident has different information from that reported above, please inform Jack Fahey. We try to keep an accurate account of sanitary-sewer performance. We call neighbors whose homes have a past history of sewage problems, and we also rely on residents contacting us. We remain vigilant to be certain that the public works department follows its updated schedule of sewer maintenance in Arlington Vista. Only if the sewers are kept free of obstructions can they perform as we expect.

Park District and New Playgound at Flentie Park

The park district installed our new playground in Flentie Park last autumn! Workers will return to complete tasks such as installing at least two more benches next to the play equipment and landscaping. Also, at our request, the park district will be working on refurbishing grass and grading on the Lake Arlington area adjacent to Arlington Vista.

Roger Key, Executive Director of the Arlington Heights Park District, has asked us to include the following information in our newsletter. All Arlington Hts. parks close at 11:00 p.m. The Arlington Hts. Police Department is enforcing the Village?’s curfew laws which apply to anyone 16 years of age or younger. Curfew: Sunday through Thursday---11:00 p.m.; Friday and Saturday---Midnight. A violation of any Park District ordinance, including closing hours, should be reported by calling 911. You do not have to leave your name.


PAVING ARLINGTON VISTA STREETS: 2003

Street, sidewalk, and curb improvements in Arlington Vista began in 2002. This year the following streets will be resurfaced: (1) Mulberry Lane (2) Jonquil Terrace from Rosehill to Lilac (3) Lilac from Rosehill to Birchwood (4) Birchwood from Palatine Rd. to Mulberry (5) Elmwood Circle (6) Maple Lane. In 2004 or 2005 Rosehill Drive will be resurfaced along with the remainder of Evergreen Terrace and Flower Circle.
