BRCA Meeting Mintues from 11.13.02

Opening

Jermaine Hatton, President, opened the meeting indicating that the Board and Executive Committee met last month to discuss some issues. One of the ideas that came forward from the meeting was to have a “Meet and Greet” social. At this time, we are unable to find a suitable location for free. Mark Powell indicated that we could look into the Conectiv conference center off of Chapman Road. Jermaine is going to contact Marie Falkowski, with Conectiv, to see if it’s a viable option. Spring or summer may be a better time anyway, to have the social.

Jermaine updated the group on the streetlights. Streetlights lining Barrett Run Drive, along the school, were upgraded to 100-watt bulbs from 75 watt. Additional streetlighting, along Barrett Run Drive near Valley Stream Apartments, cannot be added at this time due to lack of funding. Additional street lighting will go in along Blue Ridge Parkway in the next few months.

We need to get membership and dues in order to secure snow removal for this winter. Jermaine passed out the membership form, for approval from the group. It was passed unanimously. Block Captains were appointed and part of their responsibility will include going door-to-door to collect dues. Jermaine will send out the membership form, with a cover letter, within the next week and a half.

Open Forum

We need to get membership and dues in order to secure snow removal for this winter. Jermaine passed out the membership form, for approval from the group. It was passed unanimously. Block Captains were appointed and part of their responsibility will include going door-to-door to collect dues. Jermaine will send out the membership form, with a cover letter, within the next week and a half.

Jen English was voted in as secretary, but has not been able to attend a single meeting. The group voted, unanimously, to remove her from office and voted in Mark Powell. Effective next meeting (12/11/02) Mark will be the secretary. Thanks Mark!

Open Forum items for discussion included the following:

1. Concerns of traffic accidents and speeding at the intersection of Lauren Place and Blue Ridge Parkway. Mark Powell contacted DeLuca to see if the state could provide any funding to install either speed bumps or a STOP sign. At this time, funding is not available. A STOP sign would cost $200, so if the Civic Association gets a budget then we could possibly use those funds to pay for the sign. Jermaine is going to talk to Viola about it and the Civic Association may submit a formal request for the sign.
2. A resident raised a concern about the cars parking in the street and the inability to back out of her driveway. At this time, there is not much we can do.
3. Who enforces Deed Restrictions? The Architectural Committee of the Civic Association. At this time, this committee does not have any officers other than the Board.
4. Who do we call if we see collapsing decks? This is a code violation and should be called into 395-5555.
5. It was suggested that in the next mailing from the Civic Association include the web site address and information. It should also include certain code information and we should add a hyperlink on the web site to Land Use regulations. It was also recommended that we put the Bylaws on the web site as well.
6. Another resident had concerns about gas leaks in the neighborhood. This has happened on several occasions and she was wondering if we could contact Conectiv to see if they can perform routine checks. Jermaine stated he would contact Conectiv and see what he can find out. Paula Marsilli, from NCC, recommend we get a history on the neighborhood first, and then go to John Viola to get in touch with the Safety Board. There shouldn’t be that many gas leaks occurring.
7. Driving over the grass between East and West Christina has happened a couple of times. If the Civic Association has extra money at some point maybe a split rail fence, or some kind of landscaping, could occur to eliminate this from happening in the future.
8. There are several cars that are parked, and have not moved in months, over in the overflow lot off of Blue Ridge Parkway near Barrett Run Place. Again, there isn’t much that can be done if the cars are tagged. Overflow parking restrictions are listed in our Deed Restrictions. Also, the tractor-trailer situation is still occurring and complaints should be called in to the non-emergency number.
9. Paula M. informed the group of the free DNA kit the county is offering to parents. They can collect DNA samples from their children, and freeze them. If their child were ever missing, they would have DNA samples to help ID the child.
