Results of the 2nd Meeting with Jax. Parks Staff

There were 24 attendees at the meeting in addition to Colleen Dwyer, Development Coordinator, Pam Wilson, Mgr. Marketing & Community Relations, Quinn Bledsoe, Programming Mgr. and Mike Clapsaddle, Chief of Procurement, from the Jax Parks staff. The meeting covered the RFP (Request For Proposal) process, youth and senior activities that could be offered once the center is opened. Pam Wilson explained: 1) the time line for the RFP process, estimating that an organization could be in control of the center in three months**, 2) the RFP will require the awarded agency to provide public access to the center, and 3) The awarded agency will only be allowed to charge fees that are equivalent to those that JaxParks charges for programming operating out of city community centers.

Members of New Covenant Ministries expressed their dissatisfaction with the city?’s handling of the RFP process. They would like to take over managing the center immediately.

Ms. Bledsoe explained there could be other organization interested in bidding on the center and the RFP process is designed to make it fair for all parties interested. Ms. Wilson stated the RFP needed to be rewritten in a format that was more user friendly and included more of the communities?’ needs. She said the bids received in response to the previous draft of the RFP were not scored due the decision to redraft the proposal.

** Ms. Dwyer later clarified we must also consider any renovations requested for the center before it could be opened for activities.
