We know what is going on at Bardstown and Trevillian. We have restricted the movement during the peak hour and we need Metro PD to enforce.
As for why we cannot install an exclusive left turn, its the same reason as for Eastern Parkway. There are only two legal ways to do that, 1st to provide an exclusive left turn lane and 2nd to split the phasing. We now split out the SB Bardstown Road because of the heavy left turn to Taylorsville. However, to split the other phases mean having every vehicle stop while the other movement goes. This would increase the delay to the overall intersection, thus creating more pollution and more angry citizens. The left turn from Taylorsville to Bardstown is a relatively minor movement that we try to accommodate by permitting right turn to go as SB Bardstown goes. On the Trevilian approach the out side lane is already used as a defacto left turn lane during peak periods.
Finally, the Metro Traffic Signal Control system is geared to the major roadways. In this case Bardstown Road. Any additional changes made at Taylorsville has a ripple effect both up and downstream from the intersection.
