so then my question becomes...is there an alternative to legal, isn't legal after a "violation" is ignored.......
it would be interesting to note over the years the number/type of violations there were, which of those violations were written up, which of those write ups were ignored by the homeowner and finally which violations were then sent to legal...
if the money just is not there and will not be for enforcement, lets just stop talking about it and come up with a viable solution- what can we do ?
community kitty - both $ & labor, could be as easy as a walk around the neighborhood and if u see something to do- u could offer to help......what a way to meet a neighbor

a comity to help facilitate the fixing of violations ????
im thinking that some people may have an injury and cant do / maintain something, some people may work late shift and cant do something, someone may not have the tools or the ability to get tools to do something
couldn't we cut someones hedge, paint some trim, paint a fence, pic some weeds..................we all know time is money, sometimes our time is all we can afford to give.........but 1/2 hour or 45 minutes a week helping others may seem like a lot, but when your done, u feel like you've had years added to your life :)
so if your not a lazy idiot and need help, maybe we could put a little posse together helping neighbors fix violations that will not be pursued, but alienates neighbors ....
ie: the pipe under the garage & Paul's efforts there !
