Question #1: What is the determining factor as to street residency?
Situation: There are 16 corner lots that either face North Chadwick or have driveways that open onto North Chadwick. Some actually appear to have mailing addresses on other streets (Whipps Mill Road, Shelbyville Road, Dorchester, and Southampton), but their driveways open onto North Chadwick and their ability to get in and out of their driveway is influenced by traffic control (or the lack thereof) on North Chadwick. There are others which face North Chadwick, but have driveways that open onto Charing Cross, Dorchester or Southampton.
Question#2: Do those people who must use North Chadwick Road to enter and leave their property lose their right of petition simply because their mailing address is not North Chadwick Road?
