Question #1:  What is the determining factor as to street residency?

Situation:  There are 16 corner lots that either face North Chadwick or have driveways that open onto North Chadwick.  Some actually appear to have mailing addresses on other streets (Whipps Mill Road, Shelbyville Road, Dorchester, and Southampton), but their driveways open onto North Chadwick and their ability to get in and out of their driveway is influenced by traffic control (or the lack thereof) on North Chadwick.  There are others which face North Chadwick, but have driveways that open onto Charing Cross, Dorchester or Southampton.

Question#2:  Do those people who must use North Chadwick Road to enter and leave their property lose their right of petition simply because their mailing address is not North Chadwick Road?

The answer to the question is no the do not loose their rights.

Given that, does the question then become are there 32 residents from the 45 elgible participants who either have North Chadwick Road addresses or have no other access to their driveway except from North Chadwick Road willing to agree via petition to have two additional speed humps constructed on North Chadwick Road notwithstanding the availability of funds (public, private, or a combination thereof) to finance the project? 

Oooops, one more question. The Metro Regulation on Speed humps uses the term "property owners" rather than residents.  Does that mean that absentee landlords would be counted among the 45 rather than residents renting or leasing property and the same would then apply in the case of vacant houses?
