I take offence to your refrence of saying most dog owners are red necks! So, apologize !

Yes, dogs bark, but, to bark excessively and disturb the  peace of others, is disrespectful and inconsiderate.  I like dogs, but, I also like peace and quiet.  I think you are being very inconsiderate of your neighbors.  I, too, am having issues with next door neighbors and their dogs barking at each other.  It is awful.  One is a little dog, the other is hugh.  Nice dogs, but, together they go wild.  Then the big dog whines for the little dog and barks if he sees him anywhere near.  It is awful  I am 72 take a nap in mid morning.  I had to go upstairs to do so and I could still hear them.  That is not fair to me.  I have never complained before until the little dog moved in and how I have no peace.  There are 4 dogs in my immeidate area and these two are the only ones that bark excessively.  I, too, have called Police, and, they will be dealt with if this continues.  How nice can you be and how understanding when YOUR PEACE is taken away from you where you love to live?  And, all the dog lovers care about is their side of the story.  It is not fair nor is right. PS:  I have been very kind and loving to each of those dogs.  My little grandson loves the big dog, but, enough is enough.  I am thinking of moving away from all dogs if I can find a place.  How fair is that?  

The key here is "frequent".  Anyone who knows ANYTHING about dogs will know that they do bark - it's their nature. It is how GOD designed them, and honestly, I would rather my dogs bark at people they didn't know because it adds another level of security to my home.  Again, though, if you THOROUGHLY read the law, Animal Control's purpose is not for "noise control" but rather if there are dogs running loose - then that's when Animal Control can step in.  They even state it at the top of their publication:

Animal Control is dedicated to reducing incidences of animal-inflicted injuries and protecting citizens from rabies by promoting responsible pet ownership through the enforcement of animal control laws and public education.

Does this say ANYTHING ANYWHERE about controlling barking?  Hmm, am I missing something here? Grow up, would you?

The key discription and cause for the discussion is "NOISE". It's just using dogs and the cause of the noise. It doesn't matter if the noise is coming from car radio's, loud parties held after a certain time at night or just noise that is a concern for someones comfort of life. Laws even govern the sound of a car radio over a certain distance from the vehicle is unlawful, but once again the discussion is on dogs.
