I agree with your letter except that forming a committee I fear, would just be another committee. The solution is not to pick up after people but to somehow make people responsible for their property. I constantly pick up other's trash and do you know what? More of their trash the next day. Everyone homeowner should be very concerned about their property values. It is a "Sad Situation".
