If you are suggesting that we fertilize other peoples yards against their wish, I don't think that would fly. If someone in that household got sick, they could hold the HOA responsible. I think the only way is, to somehow amend the by-laws, where the HOA can levy some kind of penalty or fine. There is a deed violation that specifically refers to unkept yards, weeds, high grass, etc. This isn't the only issue, we have residents that are making changes to their homes, without seeking approvals, like sattelite dishes, decks, Gym equipment, doll houses,patios, etc, just to name a few. Something needs to be done and soon.
