At our last general meeting, two items topped the list of ongoing nuisances, trash thieves and "homeless" sleepers. There is a direct link between trash thieves sifting through your trash and stealing your I.D., we have written articles warning our residents of this theft identification problem. If you see anyone going through trash, call 435-6711, give a description and location of the individual and request police to call you back for follow-up when they have done some about this, then call us, 434-3736 and let us know what happened.

On "homeless" sleepers, when observed call 435-6711 also. Give the police a description and location of the vagrants. Cite to the LBPD that section 647 ( j ) of the California Penal Code should be enforced under this disorderly conduct provision that states: Anyone who lodges in any building or place, whether public or private without permission should be arrested for disorderly conduct. This applies especially for vagrants in our alleys, the Bluff Park and the area around the Art Museum.
For handbills, flyers and advertising matter, our city Municipal Code section 5.46.070 provides that if a " NO ADVERTISING MATTER " sign is posted on the property in a conspicuous place, such material is prohibited. Assume the advertising material people can read English. This issue is of high concern to our neighborhood due to its direct link to mail theft, residential burglaries and unwanted trespassing. These items will be addressed at the next C.O.N.O. meeting (Council of Neighborhood Organizations) by BPNA president John Fialko.

Also for your information, parking in alleys is not permitted unless signs are posted otherwise, pursuant to city Municipal Code section 10.26.030 ( B ) call in all violations to 570-7309 parking control, non-emergency police line 435-6711 and cite this section of the code to be enforced and let the BPNA know at 434-3736 what happened.

Lately, again we are having some very large recreational vehicles parking and camping for days, weeks, in our neighborhood. We are not going to become a trailer park for RV's, trailer coaches, campers, vans and other vehicles on any of our public streets and human habitation or camping is prohibited by city code section 10.18.040. This section was enacted in 1985, has anyone seen it enforced? Call LBPD 435-3711 if you observe this violation, then call BPNA and let us know; we are keeping track of these vehicles. Results will be made public.
