Incorrect except BELD
Braintree Electric Light Department was created around the early 19th century by special act of the Legislature. They are autonomous, but still a town department.
All it would take to corral this agency into what other departments are asked in ''toeing the line'' would be a warrant article for Town Meeting to change the special act they operate under. Let's not be too aggressive in their changes desired, but a good swift kick in the 'you know where' might do the trick? By the way, no other department can do what BELD does and does within the legal limits of the law - ethics aside!
