Question For Park Dept/Commissio

How do you respond to this?
A resident moves into a neighbor on a dead end steret that abutts a field. He motivates the neighbors to petitioni the commission to block off the entrance to the field from other taxpayers. Let's say he initially took it upon himself to resolve the issue by putting up a fence section where one did not exist before. Commission has a Hearing and agrees with the neighbor.
QUESTION: What if that same individual now has his own personal access to the field as he has the equipment necessary to put a gate in the fence behind his property. HOW ABOUT THAT - IS THAT DESTRUCTION OF PERSONAL PROPERTY. DO WE LIVE IN TOWN THAT ALLOWS OTHERS TO HAVE GREATER RIGHTS THAN ANYONE ELSE?

If you are dancing around the fence I think you are, the park department gave a key to any of the residents that wanted one. There would not be any need for someone to create their own entrance.
