I see this is an ongoing issue. We moved into the neighborhood recently and have noticed a lot of barking dogs in the area. Unfortunately, it seems to happen mostly at night. Both neighbors have dogs as do the people behind us. Needless to say, one dog starts and the rest feel obligated to join in. Add the fact that there are two fire stations on Rockwell and it can get quite noisy.
I know several comments from the previous post suggested calling the police, etc.
Obviously, the first step is to make your neighbor aware of the problem. In our case, part of the problem was our neighbors are elderly and just didn't hear the dog. Once we brought it to their attention, they started keeping the dog in more at night. I think most people are willing to solve a problem given the opportunity. If after they've been made aware and spoken to a few times, then it's time to get authorities involved.
My husband also purchased a white noise machine which really helped us sleep through what barking does occur.
