Pesticide Use by New Neighbor

We have a new neighbor getting ready to move in next door. For the past 2-3 weeks she has just come out briefly to trim bushes, trim trees and spray commercial like chemicals on her lawn. There are several feral cats on our street and she made it known from day 1 that she hates cats and doesn't want them on her lawn. A strong chemical odor has been coming from her property for over 2 weeks now and settles on our property where I am inhaling it and have gotten ill. The KY Dept. of Health came out to inspect and found the culprit causing the strong chemical odor were mothballs that she had scattered all over her front lawn and on our property line. She is using these in an unregulated manner to deter the cats.All of the warnings I've read concerning mothballs states they are only to be used in airtight containers for storing clothing and NEVER outdoor and never to deter animals. I contacted NPIC (National Pesticide Information Center) in Oregon about the pesticides in these mothballs and from everything I've been told they are very toxic to inhale when the vapors are released in the air and it also contaminates the soil and water. The half life breakdown in these pesticides means they will be in the air and the soil for up to 80 days. If anyone in our area has had a problem similar to mine please post. I am getting ill and have already undergone specialized blood testing to see if the levels of these chemicals are affecting my health in a very dangerous way. Any suggestions? I have already met with our District 13 Councilwoman's assistant Elizabeth Alexander and have a lawyer ready to help. We are on South Acres Dr. near Garrow.
