Well, I guess it depends on what status you what to place on the cars.  If you want them to be considered abandon, then yes I would think their operation and registration status would have to come into question. Without difinative proof I would be hard pressed to declare them abandon.  Can really get close enough to check them out without trespassing. Ever see them on a public street, then I suppose you could approach the car or cars.

The "status" doesn't concern me much.  The language "untended" is very fitting in this situation.

INOPERABLE VEHICLES 

It is unlawful to keep any wrecked, untended, unlicensed or discarded vehicles on or about the premises. Ref.: Ordinance No. 3, 2000. Upon conviction of a civil offense by the Code Enforcement Board, the property owner shall be fined not less than $25 nor more than $100 per offense and each day of violation constitutes a separate offense. Fine: uncontested violations; first offense - $25, second offense - $50, all others - $100, contested violations; first offense - $100, second offense - $200, all others - $300. 

I don't make the rules i just quote them.   Someone ask the police chief or city attorney to sent a notice.  I would think one simple letter could clear this up!
