BCA General Meeting 04/07/04

In Attendance-BCA Board Members Jarkko Cain, Lily Witham, Jack Maynard, Anne Hughes, M’Lou Christ, Bethany Pratt, Donna Milrany and Ann Bowling. Also: Randall Howington, Steve Hoyt (SEUL), Dolores Dee, Jim Everden (Hinson Baptist Church), Kiran Limaye (Tri-Met), Loran & Cathy Lamb-Mullin, Seann McKeel (nocturnal), Michael Pratt (Pratt & Larson Tile), Galina Boyetchko (SEUL), Laura Jaeger (Central Catholic HS), and Rion Lyle.

Mural Committee-Lily Witham gave a short update on the mural committee. Discussion about who will create the design for the new mural. It was decided that Don MacGillvray will send out an announcement seeking design ideas to the Buckman list serve. Lily will call John McMath at Central Catholic High School and ask him to inform his students of the mural project. There was discussion on content of the mural and Jack Maynard made a motion that the mural content should be appropriate to Buckman, with a second by Ann Bowling, and a unanimous vote. Susan Lindsay read a list of possible subjects submitted by Don MacGillvray. Susan asked Lily to email her a blurb about the mural process to be included in Susan’s Buckman Notes, published in the SE Examiner.

Bike Fair- Kiran Limaye from tri-Met told the group that there will be a Bike Fair put on this year by the group SHIFT. Last year’s bike fair was the first and was very successful. The Bike Fair will be held on June 26th at Col. Sumner Park from 2-10PM. Free bicycles tune-ups are among the many events planned. Kiran asked for the support of the BCA for this event. A motion was made by Susan Lindsay to give BCA approval for the event. The motion was seconded by Jack Maynard, with a unanimous vote.

Earthday Clean-up Event- The annual Buckman Kerns Earthday Cleanup will be held on Saturday, April 24th. Don MacGillvray will send out a notification to the list serve. Ann Bowling called for volunteers to help at the event.

Sno-Report- Officer Jim McMurray gave out the monthly crime sheets, increase in car prowls. There was discussion about the recent shooting of a man who was pulled over by police for not using his turn signal. Several people expressed the fact that there doesn’t seem to be any standardized training for driver’s that would teach them how to behave when they are pulled over by the police. Donna Milrany knows of a group of designers who do pro-bono annual public service ads and she suggested that we might approach this group and ask them to work on an ad that would inform people of the proper way to react when being pulled over by the police.

Jack Maynard asked what the laws are for people using the small 2-stroke engine scooters. There are several of them in Buckman and they make a very annoyingly loud noise. Galina Boyetchko (SE Crime Prevention Specialist) said that she would investigate this and let the group know what the city rules are about the scooters.

Public Safety Committee- is being formed to create a “SE Portland Attitude against crime”. The meeting will be held on May 27th.

Newsletter- Lily Witham will be taking over editing and layout of the neighbourhood newsletter. Entries should be emailed to her by May 15th. She will email the group on the 7th to remind them of the upcoming deadline. Don MacGillvray was asked to send out a call for submissions to the list serve. It was also suggested that it be placed on the KBOO calendar. Some ideas for the next issue:

BCA Election Reminders- A reminder that the BCA election for 4 seats will be held at the general meeting on May 6th.

Home Depot- Susan Lindsay gave an update on the Home Depot situation. The city is planning to allow a Home Depot to be built at the NW corner of E. Burnside and MLK Blvd. M’Lou suggested that we have public meetings involving the Buckman, Hand and Kerns neighbourhood groups and the Central Eastside Industrial businesses. Michael Pratt is planning to lobby CEIC to take a position against the Home Depot, as it will adversely affect the small businesses in the Inner Southeast. Don MacGillvray suggested we get the mayoral candidates to address the issue. There is great concern in BCA that there isn’t enough public process regarding the Home Depot. M’Lou Christ made a motion that the BCA demand to see how the Home Depot proposal fits in with the Burnside Plan. The motion was seconded by Ann Bowling and found a unanimous vote.

River Taxi’s- M’Lou Christ told the group that Peter Wilcox has been negotiating to buy three boats from Crater Lake. The plan is to re-furbish them and use them for river taxis. The first will be bio-diesel, the second boat photovoltaic and the third hydrogen fuel celled. Negotiations for storage are currently underway with the City.
