Meeting called to order

Police report from bicycle officers
Attendees asked for more specific info regarding increase in burglaries

Colonel Sumners Park (Leslie Pohl-Kosball, Portland Parks)
· Currently 95 people on waiting list for a garden plot @ the park
· Would like to extend garden 40’ to the North, adding up to 24 plots
· Will be applying for $10k grant
· Will return Jan 11 for further discussion

"Routes to the River" streetscaping / sidewalk improvements (Denise McGriff, PDC)
· Probably money (TIF $) for 3 routes (Clay Street + 2 others)
· Need to make recommendations to URC
· Will return for Jan 11 meeting for further discussion

CSO Grant (The Bureau of Environmental Services)
· ~ $2 mill. in mitigation funds for street improvements, etc do to inconvenience of Big Pipe Construction
· Feb 5, 2007 application deadline
· Projects don’t have to be in renewal district
· Drop in sessions (to learn more about application process) – Jan 11, 12pm-1pm & 5:30pm – 6:30 pm @ Metro
· Open invitation to all to bring CSO proposals to the Jan 11 BCA meeting if they want to ask for BCA support

Adam Zucker (Buckman resident) presented his proposal for streetscapes on lower Sandy Blvd.
· Will be applying for $150k CSO grant fro BES
· J. Andrews moved that BCA support the proposal, B. Eastman 2nd; carried unanimously

20th & Alder Street development
· Modified adjustment (for loading zone) approved
· Neighbors would like BCA to file an appeal to adjustment
· J. Andrews moved that BCA file an appeal to the adjustment, B. Eastman 2nd; carried unanimously


Maiden in the Mist GNA
· New bar restaurant going in on 7th & Morrison (old Sun Rice location)
· Proprietor has developed & sold other establishments, has had no complaints w/ OLCC
· J. Andrews moved that BCA support GNA, C. Lamb-Mullin 2nd; carried unanimously

· Washington High proposal – RFPs & RFQs submitted
· Upcoming meetings
· BCA Board Jan 4, 6pm – 7:15pm, Central Catholic Teacher’s Lounge
· Liquor Committee, Jan 4, 7:15pm – 8pm, Central Catholic Teacher’s Lounge
· General BCA , Jan 11, 7pm – 9pm, Central Catholic Library
· Historic Designation Group, Jan 22, 6:30 pm – 8pm, location TBD (this meeting is normally the 3rd Thursday of the month)
· Land use Committee, Jan 25, 6:30 pm – 8pm, Central Catholic Teacher’s Lounge (always the LAST Thurs. of the month, no meeting in Dec.)
