I wonder of the community stakholders really care about the community they live in. Or do they feel that theire living arrangement is a temporary situation, and that the will move away
as soon as possible. So the ability to quickly uproot, and change residences quickly impacts oftentimes negatively the base of Neighborhood Councils.
And the result of the transitory nature of people that are not property owning stakholders not beneficial to persons that do in fact own property and therefore cannot quickly uproot and move away !

Property Owners and Survivalists

Property Owners have a vested interested in the community.
Their property is their in-vestment!
So the key, is to make sure you move
into an area surrounded by
a large number of property owners and homeowners who still live and work in that community.
They have invested into the community's
economic base by purchasing, and buying membership into the Community!

Not just using the services of the community and moving away as soon as possible!

Property owners are also quick to show ''pride of ownership'' by keeping their in-vestments looking decent.

How many apartment renters do you know will get outside and keep the apartment clean for the entire complex ?!

But most homeowners will keep their homes clean for everyone who lives in it!
