INNER CITY ALDERMEN MISSING IN ACTION, Lack of Representation Compromise Fond du Lac & North Plan
Monday, March 29, 2004

TAKING CONSTIUENTS FOR GRANTED ?– Not this time

1. Where are the three (3) African American Aldermen, Fred Gordon ?– District 7, Willie Hines - District 17 and Willie Wade ?– District 10, that represent the Fond du Lac & North Comprehensive Neighborhood Plan Draft?

2. Why did they ?“sponsor?” the Resolution on January 21, 2004, that launched the Fast Track Plan by the Department of City Development without the endorsement of the citizenry.

3. Why didn?’t they ''come forward'' and host Townhall Meetings regarding the ?“Smart Growth Initiative, State Statute ?– 66.1001?

4. Why didn?’t they run ?“Awareness'' and ''Redistricting'' ads in the neighborhood papers?

5. Why didn?’t they appear on neighborhood radio stations?

6. Why didn?’t they post ?“Notices?” on the City Channel - Channel 25?

7. Why didn?’t they send out their newsletter?

8. Why didn?’t they post information on their web?

9. And, ''Why did they recently REFUSE to meet with leaders of the targeted area for a discussion on the FAST TRACK adoption of the Fond du Lac & North Comprehensive Neighborhood Plan Draft''?

ARROGANCE AMUCK
The last time there was a meeting regarding a Fond du Lac and North Plan was over a year before and it ended with the citizenry voicing vehement displeasure for what had been presented by the Department of City Development and the Main Street Consultant.

The objections were due to the plan been created by consultants and the Department of City Development and did not have the ?“fingerprints?” of those who live, work, invest, worship, pay taxes, and grow families in the targeted area.

Now, over a year later, ?“no contact?”, ?“no changes?”, the recent January 23-24, 2004, RUSH TO ADOPT plan. To come back after a year with the same, with ?“out-of-the-blue?” meetings January 23-24, 2004, and fast track dates for adoption of the Fond du Lac and North Neighborhood Comprehensive Plan Draft was the straw that broke the camel?’s back.

To add insult to injury, the plan was introduced by the three Aldermen that represent the area and had not conducted outreach OR ensured that DCD had.

6-MONTH DELAY
So in a last minute effort, leaders of the targeted area held 3 meetings(Feb. 28, Mar. 6 and March 13) at Wisconsin Black Historical Museum/Society, 2620 W. Center and invited the aldermen of the area each time. They did not come NOR provide information regarding ?“Redistricting?”.

The purpose of the meetings were to seek a 6-Month Extension to ?“introduce the plan?” and ''flush out'' many pertinent issues that have not been included in the Fond du Lac & North Comprehensive Neighborhood Plan.

To note stark differences in how the plan was not inclusive and did not follow the Smart Growth Initiative, State Statute 66.1001 guidelines.

NO ONE CAME. Alderman Willie Wade called the first meeting and said he had another appointment. Gordon and Hines did not come or call.

This is ?“arrogance?”. This is unacceptable behavior by these three who are ''in office to represent the stakeholders of their area''.

This is seen as arrogance that can and will not be tolerated. The people who live, work, invest, pay taxes, worship and raise families in the area deserve better and are guaranteed better through the U.S. Constitution, State Statute and Local Code of Ethics.
