Talk to your neighbor

We had a problem when we first moved in with our neighbors 3 dogs barking constantly, all through the night. We called animal control first and that made the neighbors mad. I wish that we could have just spoke to them about it first. I think sometimes they just don't realize that there dogs are barking that much.

Thats Correct

This person is correct after speaking with the HOA I was told flat out that in arizona the HOA has no power they can not go onto someones property at all, it is trespassing. I tried to have them do something about a weed problem and a broken down car thats what I was told. Basically the fee's you are paying go to landscaping (using the term lightly)all they can do is fine homeowners that is all. And for some fines do not do anything they are flat out pigs.

HOA

Basically. All the HOA can do is enforce the rules by fining the homeowner. If the homeowner refuses to pay, then the HOA can take them to court. It can turn into a long expensive drawn out process that I would hope everyone would try to avoid. It is stated in the rules that the HOA can require the homeowner to get rid of a barking dog, but once again, that would have to go to court, the HOA could not go onto the property and take the dog.
