I have heard a rumor from my neighbor that there will be a vote on the next HOA meeting that they want to increase our HOA dues by tripple ?  Is this just rumor or is there an increase planned ?  If so does not the HOA board need to notify every household by mail and then have a vote on this issue ?

Everyone please come to the next HOA meeting if this is true and vote your mind. 

Partial rumor.   The board did vote at the last meeting to increase rates, but only by 5%.  So, the new amount is 122/quarter.  Homeowners are not required to vote on an increase, only the board, so, there will not be a "homeowner vote" on the rates. 

Since your on the HOA board, can you answer a question I have?  Is it the HOA board that makes the budget or the Management company that makes the Budget ?

The management company makes the budget, the board approves it.  And the management company is not supposed to spend any money over the budget each month without approval from the board.  Unfortunately, this has not been the case in the past...another issue we (the board) are looking into.
