The teens may not be completely at fault for thesplit rail fence damage along Schneph road. 
(HOA assumed it was teens breaking it at last meeting)
As I was leaving the neighborhood last week I saw the LANDSCAPE/LAWN people sitting on top of that very fence having lunch. 
Maybe they should be schooled in the ways of monetary compensation?
