new neighbors moved in over here on westray cir decided to put up american flags upside down.

Well an upside down American flag is a sign of distress.  So if they are flying it that way for any other reason, IMO, they are just showing their true ignorance.

If it bothers you, maybe go speak with them to find out what their reason is.  Depending on their answer, you could always look up US Flag laws and see if there is any law against it, if there is you could always turn them over to the Sheriff's Office.

Or you can email Brett at the HOA and/or look at your CC&R's and see if there is any HOA criteria on how to fly the US flag.  Many folks have them and keep them up all of the time regardless of the weather and they do not light them up at night.  Flying it upside down is a bit unusual though, since it is a sign of distress.
