Here is CC&R non-compliance process in detail

The first letter citing a violation is just a friendly notice that an infraction has occurred. The second letter states that the violation has not been addressed and that a hearing will be scheduled if said infraction has not been taken care of in fourteen days. During this time Mike will inform the CC&R Chairman that time has sufficiently passed to receive mailings and a phone call is needed. The chairman will call or find out if the neighbor has received the previous mailings, then he and Mike will report to the Board the status of the process. A certified letter requesting a hearing will then be sent. The final letter will be mailed stating a monetary penalty in accordance with the infraction. Further notices and penalties will result if no compliance is adhered to. The fine schedule chosen by the Board and recommended by several management companies we interviewed is: $25 for the first infraction, to be doubled every two weeks until the violation is satisfied. For architectural violations ( ie--non-approved structures) the fines will be double, starting at $50. Further actions can be taken if these violation do not get addressed.
