Update on Fence Replacement Program

Hello everyone,

My name is Josie Osborn and I'll be writing our neighborhood newsletter. I have started a website for our neighborhood. The address is: www.neighborhoodlink.com/aurora/chaddsforddowns

I am very excited to update you on the "Fence Replacement Program".

I will be giving updates as I acquire the information.

There are a couple of updates at this time:

?· We are in need of 1 or 2 more people to be on the ?“Wall Committee?”, in the event Josie, John, Vern, Colette or Johnnie may not be available. Please contact Josie on the website or by phone at 303.337.5392.

?· We are planning a neighborhood meeting within the next couple of months, to be held at one of our homes. On the agenda will be discussions regarding the phases of the wall construction, with updates as we have available, as well as any concerns anyone may have. We will post this via Newsletter and the website when we have set a date, time and place.

Chaddsford Downs Fence Meeting
May 8, 2002


In attendance were: Vernon Veer, Josie Osborn, and John Osborn of Chaddsford Downs, and, from City Staff, Bob Schmalzer, Duane Launder, Cesar Sanchez, Gayle Crockett, Mary Avgerinos, and Margee Cannon. Also in attendance from HDR were Terrance Powers and Karen Creamer

The meeting began with introductions. Cesar Sanchez asked clarifying questions of the neighborhood and received the following confirmations:

?· 8 foot high Classic Design has been selected
?· The neighborhood is a voluntary association
?· The neighborhood may consider landscaping, if practical, at the entryways
?· There are approximately 6 to 8 interested people that can be available to serve on the fence committee.
?· 136 homes with 25 perimeter properties in Chaddsford Downs.

Staff presented an overview of the process involved in creating a special improvement district (SID). It was explained that there will be an assessment to pay the costs to build the fence as well as a maintenance fee, in perpetuity, that covers costs for maintenance related activities such snow removal and landscape maintenance (if landscape is installed). Cesar said that the wall would last approximately 60 years.

It was explained that there will be a cost benefit study, conducted by an independent appraiser, to determine neighborhood benefit and how the fence assessment will be distributed throughout the neighborhood in relation to that benefit.

It was reported that there is an 8?’ utility easement that spans the neighborhood perimeter on both Buckley and Yale. It will have to be determined how wide of an easement will be needed to build the fence. Both a temporary construction easement and a permanent easement must be granted by all perimeter homeowners in order to construct the fence.

The City will also need temporary property access authorization to each perimeter property so that land survey work can be done. Consequently, staff gave the fence committee Property Access Authorization Forms and asked that they get each formed signed by the perimeter homeowners so that the surveyors can begin work. It was also explained that the workers will leave notices on the doors of the homes specifying what time they will enter the properties. It was asked that the forms be returned as soon as possible and hopefully by May 17, 2002.

Cesar explained that the width of the wall will be 4 inches and that the wall will be placed on public right of way, to the extent possible. Cesar also showed the fence committee illustrations of what the new fence will look like as well as a sampling of bricks. He told them that they may decide what specific color to use. A larger selection of brick colors will be given to the neighborhood at the next meeting. It was also suggested that the fence committee drive some of the arterials in Greenwood Village to get an idea of what the various brick options look like on actual fences. The fence committee said that, although they did not yet know the specific color they wish to use, that they do prefer the queen-sized bricks.

Cesar explained that some trees, in perimeter yards, would need to be trimmed or removed in order to build the fence. The City?’s consultants will have a registered arborist conduct an inventory of what specific trees will need attention. A tree inventory list will be generated for the fence committee to distribute to the applicable properties. When trimming or removal is necessary, either the homeowner can do the work or the City will have it done. If the City does it, the cost will be added to the assessment of the individual property owners along the perimeter.

The fence committee said they wish to keep the two stairways that cut through their existing fence and which give access into the neighborhood from the perimeter sidewalks. The committee also expressed their desire to have indentations built into the fence, at the entryways, so that neighborhood identification signs provided by the neighborhood can be placed inside the wall.

Staff suggested to the fence committee to develop a neighborhood involvement program to promote the fence project. Ideas such as creating a web site to inform neighbors were discussed.

The next meeting was not scheduled. Staff will call the fence committee when it is necessary to meet again.
