water waste

Roughly 2-3 times a week when I return home from work, I find that on my street (w137th), the fire hydrant has been opened and it remains open fully for roughly 1-2.5 days(and sometimes both hyrdrants are open) before anyone does anything about it.

This is a recurring event and I am appalled at the amount of money that wastefully runs down my street every week. I am conscious of the fiscal matter involved since not displaying a ''conserve water'' sign on a building or in a lobby will get you a nice fine yet our local agencies continually let people run around with a hydrant wrench instead of trying to figure out who has the wrench.

Also, I am interested in the free tree program and what properties in our district have applied for new trees outside their property or i'd like more information about the situation. I'd like to help out with anything I can.
