Neighborhood Meeting

Westleigh Neighborhood Association

Tuesday, April 29, 2008 at 6:30 p.m.

at Vegas Verdes Elementary School

4000 El Parque Ave

 Topics:

  • Code Enforcement
  • Neighborhood Partnership Grant Fund Recap

Agenda:

  • Welcome and Introductions. Present were Franklin Simpson, John Paul, Dana and 20 attendees. Someone asked why Lois Tarkanian doesn't attend. It was stated we are required to formally invite her and she will be making an appearance on May 3rd.
  • Code Enforcement (CE) Officer assigned to our area was ill and unable to attend. Franklin was asked to document specific cases and proved CE with an update. Franklin provided an area map of CE citations documented within the last 6 months. He took specific complaints from the neighbors along with following-up on continual violations of: no curb cut-outs and driving over sidewalk; cited properties still abated or temporary fix.... Franklin also to also check on: (1) the condition of the slurried streets (the hot weather is causing tires to tear it up); (2) the banners/flags flying at the Apt's on the westside of Valley View (this was to be illegal in their contract); (3) posted signs on the telephone poles, how enforced and if an ordinance (if not, than one?);
  • The Neighborhood Partnership Grant Fund (NPF) are grant funds Neighborhood Associations can apply for to assist in improving the livability of neighborhoods through matching funds (matching funds are required to be met 1:1 and can be satisfied with labor at $15/hour or donations). Part of the 15 pg Grant application process was a requirement to have volunteer hours/donations documented along with a contractor bid/quote for work done. These where not accomplished and the Grant process is postponed to Feb 2009. The Grant Fund has two specific logs; one to document volunteer hours and another for donations. These logs will be initiated in Fall 2008 for commitment to the Grant. Starting with the May 3rd "porch", ideas will be generated for a definitive plan for the Grant to establish a focus. Once the Grant is funded, the project is required to be completed within 90 days or less (by July).
  • Discussed the May 3rd "Meet and Greet" from 9-12. No one spoke up to BBQ. Franklin stated he could get Lois' office to have donuts in the morning and pizza at 1130 am. Dana will bring drinks and munchies. She also has things for the kids. Not sure what anyone else will bring.
  • Neighborhood Clean-up. Franklin has a meeting with Republic Service (RS) on Friday, 5/2 and hope to bring us an update on 5/3. It's too expensive for the City to provide "Rapid Response". City is testing RS bins in the neighborhoods temporarily but invites dumpster divers and non-neighbors to use it for dumping.

Other Business:

  • Recapped: (1) Historic Designation status and survey for a local designation; (2) Valley View Corridor Study; and (3) pawn shop variances where "withdrawn without prejudice" at April 24th Planning Commission meeting.
  • Other Dates: Neighborhood Meeting Dates: The Last Tuesday of every month at Vegas Verdes Elementary School=s Multi-purpose Room starting at 6:30pm: (off for the summer - June, July and Aug), Sept 30 and Oct 28. Neighborhood "Porch" at Melville/Ashby on May 3rd from 0900 - 1300, and in December.
