$ Traffic Report Update
$ Historic Designation

$ Welcome and Introductions. Present was Lois Tarkanian, Franklin Simpson, the Board, guest speakers and 21 attendees.
$ Traffic Report Update was provided by Larry Rodgers, Traffic Engineer, who attended April's meeting. Actual report to be sent to the President, Tiffany Hesser. Westleigh did not meet their criteria for traffic controls (speed humps, a traffic signal, etc.). No significant accidents (six in three yrs). A new study can't begin for 6 - 9 months. Ten yield signs were converted to stop signs plus ten additional stop signs and eight 25MPH signs were added. To control traffic, ''traffic calming devices'' along Valley View may be used with the aid of Tarkanian's office and an appeal to the Traffic Parking Commission. Once slurry overlay completed, red curb painting and white stop bars to be done. Discussed signs for alleys. In the area: Cashman to have humps raised to new standards; Valley View to be redesigned; Decatur to be repaved and bus turnouts along Charleston. Neighborhood Traffic Program overseen by Public Works.
$ Historic Designation (HD) information was provided by Courtney Mooney, Urban Design Coordinator and Margo Wheeler, Director of Planning and Development. To begin in 2008, the Historic Preservation Commission has permitted a survey of the original subdivision to assess the conditions of the properties and to provide funding, as long as the neighborhood has decided to continue with the HD. Need to choose between either National or Local Designation (LD). A mailer with return receipt to be sent to all property owners for response. LD has teeth and will require owners to get permits for exterior remodel. HD could be possible by early 2009.
$ Future Meetings: December 8th will be at Melville and Ashby with the ''Neighborhood Porch''; Jan 29th, 2008 meeting agenda: Metro Crime Data Analysis and ''Neighborhood Watch'' program.
Other Business:
$ There was no meeting on September 25, 2007.
$ The slurry overlay on streets and alleys began ~ 2 weeks ago.
$ Prior Council meetings have talked about widening Valley View. Need to check with City Engineers in regard to this matter.
$ Comments made about the trash out on Oakey. Secretary, Dana Russell, will make contact with neighbors and Republic Services.
$ A property cited by Code Enforcement on Douglas was satisfied.
