Those FOUR questions to Fennessy

WHY DID I ASKED THOSE FOUR QUESTIONS?

I asked those four questions not because I was trying to give hard time to Mr. Fennessy or trying to make Mr. Fennessy looks like a fool or sounds like a liar. I just wanted to figure out how come my REPORTS regarding those wrongdoings committed by our former Board members and the Bookkeeper, Terri Giles, which all had been posted at the Web site of http://www.Circlec.cc, some had been posted repeatedly, were so ?“invisible?” to our new Directors of the Board? I wonder how come none of the Directors brought up the allegations about Terri Giles?’s misusing of the Association?’s fund at the time they renewed the contract with her.

In late March of 2003, I spent four whole days at the law firm of Gray & Becker examining and copying the CCHoA?’s financial documents for the Years of 1999 ?– 2002. And then I spent hundred of hours at home analyzing the documents and making the following reports.

- Whose Property Taxes are these? (6/2/2003)
- Charged Management Fee for Bookkeeping Services by Giles & Shea, Inc. (6/9/2003)
- Voluntary Duties Pay $55 per Hour (6/26/2003)
- How Alien, Inc. profited off YOU & ME! (7/10/2003)
- Castle Realty Management Services (8/8/2003)
- Capital Gain Tax & Income Tax Evasion (9/2/2003)

I posted all the above reports at http://www.circlec.cc not just for the fun of it; I didn?’t do all this for entertainment.

I did this because I wanted to expose Gary Bradley, Steve Bartlett, Ken Rigsbee, Jim O?’Reilly, Susan Hoover, Terri Giles?’ wrongdoings, so that we, homeowners, would kick the old Directors out of the Board and elect the new ones.

I did this because I wanted to help Travis County District Attorney investigating the fraud.

I did this because I wanted to help Uncle Sam to catch tax cheaters.

That was why I was furious when I learned that our new Directors had renewed the contract with the Bookkeeper, Terri Giles, who has been ripping all of us off for more than ten years!!!

CCHOA has changed for the better

All of the previous board members and the Developers are no longer running CCHOA. I feel better about that. I don't always agree with this BOD's decisions, however, I'd be the first to point out that each of them are more qualified and better suited for their leadership role than I am.

What I have have come to appreciate, is that their job of overseeing the HOA required a lot of time, a lot of patience, and considerable amount of experience. We are fortunate to have attracted this men and women to run our neighborhood, to bid out our major contract, to keep our books, and to make sure that every dollar we pay into the association is used to protect and even promote our property values. That is the charter of the HOA and I think they not only lived up to the task, I personally beleive that they have done much, much more for Circle C than was required.

Please remember that these directors are volunteers - they don't get paid and none of them has any conflict of interest.

So, I'm going to say this again, and I'm going to say it a lot more and lot louder. If you look at what the CCHOA board had to work with when they came into office 9 months ago and you look at all they have accomplished, then I don't care about much else.

My hat's off to them and I am prepared to volunteer more of my own time and resources to help them as much as I can.

Think about what they accomplished so far:

1) New office policies
2) New Pool policies
3) Budget review & audit
4) Fought off a Big Box warehouse
5) Embraced Escarpment Village & HEB
6) $80M from AISD & new schools.
7) Overhauled our CCHOA office
8) Defeated the Toll road plan
9) Joined OHAN and 10,000+ other HOA member homes
10) Paid off $90,000 in legal debts from the previous board's mistakes
11) Launched an independent HOA web site
12) Repaired and cleaned up the pool
14) Go the amenities project started and demanded our amentities funds.
15) Addressed careless drivers
16) Made new friends at City Hall
17) Saved us $20k on Newletter expenses
18) Kept our Cafe (which expanded to include servers at the LBJ WFC)
19) Hosted the Bowie HS band parade
20) Put on the best Christmas party for the kids and for the adults.
21) Landscaped Lisa Sun's circle.

So, they aren't perfect. They didn't sue the previous board members to recoup the cost of their outrageous and ill advised legal expenses. They showed some compassion that I don't think I could have done.

It's one thing to find fault with processes and descisions you don't fully understand, but it's unforgiveable if you aren't willing to help us move forward.

A handful of people in Circle C Ranch takes care of the landscaping, the right to drive on FREE roads, a healthy and growing HOA, and the newest and best schools in world for their kids. They made sure that the new stores that will open up next year will be the best, highest quality businesses in Texas!

Maybe we need a different book keeper, but right now, I'm thinking that's the least of our concerns.

9 very busy months for a board of 6 people who started out from a mess and cleaned house. Nothing in Circle C Ranch HOA was overlooked, every contract was re-bid, and the end of the year, our budget is going to be healthier than it's ever been.
