Is Jim O'Reilly above the law?

The following is a direct quote from the Circle C website reminding our residences. ''It is against City ordinance as well as the Circle C Deed Restrictions to use or discharge firecrackers in Circle C Ranch. If you hear firecrackers, you can report? directly to 311 (non-emergency police).''

A few days ago Jim O'Reilly, our CCHOA Board member, was seen in his front yard shooting fireworks (firecrackers) in the street. Jim O'Reilly has told some Circle C residents in the past, ''If you don't like the rules, move.''

Is Jim O'Reilly above the law?

Fireworks are illegal within the City of Austin at all times. Possession or use can result in a fine up to $2,000. In other areas of Travis County, residents are permitted to use fireworks only on their own property. Usage is prohibited in all county parks, LCRA property, and within 600 feet of churches, schools and hospitals.

Jim resigned today from the board. His professional and family
responsibilities are taking precedence--understandably.

I've learned over the last 9 months or so how much Jim has contributed to Circle C. I haven't walked a full mile in his shoes, but I've taken a brief stroll or two. So I've gotten some appreciation of his sacrifices
and that of Susan (his wife) and kids for Circle C. I suspect that all of the new directors have learned to appreciate Jim's work for Circle C.

I'd like to hear your suggestions on good candidates to succeed Jim. We will appoint someone to serve in his position. Ideally that person would then run and be elected to the board in March. Please reply with your suggestion for good candidates for director.
Jim suggested either Jim Brotherton or Pamela Walsh and I agree they are both reasonable choices.

I am calling a special meeting for Sunday evening at 7pm for the board to discuss and if successful vote to appoint a director to replace Jim. Please tell me if you can make that time -- the schedule has to accomodate at least a quorum's worth of directors, and ideally the whole gang.
