Hello again! Directors

How long I have to wait to hear from you?

Why should I beg for something that I am entitled to have?

Why are you so reluctant to answer my questions?

Why are you so reluctant to let me gain access to the documents?

Please review the Model Code you all have signed!!!

Re: Circle C Landscape Contract

Dear Directors of the Board,

To my knowledge, competitive bidding process can be easily manipulated in order to make the bidding process look as if it were conducted properly. I demand the Board on behalf of all the Circle C homeowners to provide us access to the following information and documents:

(1) Who have been serving on the Committee of RFP (Request for Proposal)? Please reveal all their names and disclose their relationship with Susan Hoover.

(2) Who have been the three evaluators and one data collector/quality control person serving on the Contract Review Committee? Please reveal all their names and disclose their relationship with Susan Hoover.

(3) Who are the seven competitive bidders? Please provide us the companies?’ names and contact persons.

Please make all the documents relating to the above contract bidding process, including all the proposals, available for the access and examination by the homeowners.

Circle C Homeowners Association is a non-profit organization. The laws allow anyone, including non-homeowners, to walk into the Association?’s office during normal office hours to examine and to make copies (with his/her own copy machine & paper) of the financial documents.

I want to know how soon you can provide the above information to us.

I want to know how soon we, homeowners, can gain access to the above documents.

I look forward to hearing from you soon.

Sincerely,
Lisa Sun
Circle C Homeowner

Response from President Fennessy

February 7, 2005

Re: Your Inquiry to CCHOA Regarding Landscape Contract Documentation

Dear Ms. Sun:

All documentation that supports the landscape contract proposal, evaluation, and award process is available for review at the Association's office. Please contact Denise Nordstrom at 288-8663 to make an appointment if you would like to review these documents.

I can assure you each current Board member has read and fully understands the Model Code. All members signed a copy of the Model Code during their first month in office. This, too, is available in the Association?’s office.

In your correspondence, you claim to be acting on behalf of multiple homeowners. Please be specific as to all of the homeowners that you represent so that we may address their questions and concerns as well.

The Board and operational staff are currently very busy with several significant Association efforts, not the least of which is preparing for the Annual Meeting that will be held next month. While we remain committed to quickly responding to residents?’ requests for information, we believe it is in the best interest of the Association as a whole to ensure that operational activities that affect the masses are addressed first, followed by individual resident requests.

In spite of your accusations of wrongdoing relative to the landscape contract development process, I assure you that many individuals have devoted a significant amount of time this past year to taking a hard look at all aspects of Association operations in order to ensure efficient, effective operations and safeguard assets. Public service takes a special kind of individual who is willing to devote a great deal of time to bettering a particular cause while being subject to a great deal of criticism and ridicule.

The Board of Directors is available to meet and discuss items of interest with you at our monthly meetings or at any other mutually convenient time. Thank you.

Quentin Fennessy, President
Circle C Homeowners Association

I have to admit that............

.........I like this Board more than the old one. I don?’t think I would ever take Mr. Fennessy to the Small Claim Court. :)
