City Heights Area Planning Committee
Minutes of the February 6th, 2006 Meeting

I) The meeting was called to order at 6:30. Laurie Carlock, Gabe del Rio, Larry Dennstedt, Kathy Evans-Calderwood, Kern Everett, Jim Gilbert, Valentina Hernandez, Mark Kassab, Glenn Martinez, Mazda Mehraz, David Nelson, Leon Ray, Jessie Sergent, Michael Sprague, Patty Vaccariello, and Jim Varnadore formed a quorum.
Absent: Russ Connelly, Thomas Du.

2) Corrections to the agenda:
Kassah moved & Vaccariello seconded to add item 5.25 transit on the SR15 median. Motion
passed 10/0/1. Kassab moved, Sergent seconded to re-number agenda item 5.8 as 5.27. Motion passed 10/0/1.

3) Public comment, Staff reports, Subcommittee report, and Member comments were received.

4) There were no changes to the January, 2006 meeting minutes.

5) Business agenda
5.1 The Committee heard a report from the Housing Commission on plans for the old Smart & Final site (info). The project is not ready for formal presentation, until an application is filed.
5.2 The Committee heard a report on the Model School Development Agency. The next meeting of the SDMSDA is March 9,2006 at 10:00AM.
5.25 The Committee heard a request from the City Heights CDC for a letter to SANDAG. to accelerate the construction of high speed transit in the SR-15 median lanes. Vaccaariello moved Del Rio seconded to write and send a letter. Motion passed 14/0/1.
5.27 The Committee heard a request from the BID Council and the City Heights Business Association for a program to allow commercial uses of the sidewalks. After discussion, Del Rio moved, Dennstedt seconded to continue the item to March. Motion passed 9/4/1.
5.3 The Committee heard a request to approve a condominium conversion at 3686
Marlborough Ave. After discussion, Dennstedt moved, ?? seconded to recommend approval of the tentative map, denial of the waiver of utility undergrounding, installation of rear lighting and street numbers, and to provide any inclusionary housing requirement on site. Motion passed
11/2/1.
5.4 The Committee heard a request to approve a condominium conversion at 3654 42nd St. After discussion, ?? moved, ?? seconded to recommend approval of the tentative map, denial of the waiver of utility undergrounding, installation of rear lighting and street numbers, and to
provide any inclusionary housing requirement on site. Motion passed 10/3/1.

5.5 Continued for lack of presentation.

March 2006 Minutes

City Heights Area Planning Committee - March 6th 2006

FINAL DRAFT MINUTES
1) The meeting was called to order at 6:43. Laurie Carlock, Jim Gilbert,
Thomas Du, and Leon Ray were conducting the annual election in an
adjacent part of the building, and were declared present for purposes of
meeting attendance. Russ Connelly, Gabe del Rio, Larry Dennstedt, Kathy
Evans-Calderwood, Kerri Everett, Valentina Hernandez, Mark Kassab, Glenn
Martinez, Mazda Mehraz, David Nelson, Jessie Sergent, Michael Sprague,
Patty Vaccariello, and Jim Varnadore formed a quorum.

2) There were no corrections to the agenda.

3) Public comment, Staff reports, Subcommittee report, and Member
comments were received.

4) There were no changes to the January 2006 meeting minutes. The
February 2006 minutes were continued.

5) Business agenda:

5.1 The Committee heard an application for a condominium conversion at
4240 Felton Street. After discussion Sprague moved, Sergent seconded the
Committee’s standard motion. The committee voted 12/1/0 (chair not
voting) and the motion passed.

5.2 The Committee heard an application to renew a conditional use
telecommunication permit at 4586 Federal Boulevard. After discussion,
Nelson moved, Martinez seconded to recommend approval of the permit with
the request that the applicant improve the landscaping at the site,
including installation of suitable street trees. The Committee voted
10/2/0 (chair not voting) and the motion passed.

5.3 The applicant withdrew the request to present the future changes in
the ownership of the Metro Career Center building.

5.4 The Committee heard a request from the BID Council and the City
Heights Business Association for a program to allow commercial uses of
the sidewalks. After discussion, Nelson moved, Connelly seconded to
recommend approval providing the program improves code compliance in the
business corridors, the clear path of travel is increased to five feetand the CHAPC is included as a partner in the final development of the
program. The Committee voted 4/8/0 (chair not voting) and the motion
failed. After further discussion, Sprague moved and Nelson seconded to
approve with increased diligence in code compliance in the commercial
corridors and a five-foot clear path of travel. The Committee voted 3/9/0
and the motion failed. There was no further action.

5.5 The Committee heard an application for a cellular telephone antenna
installation at 4041 Oakcrest Drive. After discussion, Nelson moved,
Connelly seconded to recommend approval. The Committee voted 4/5/3 (chair
not voting) and the motion failed. There was no further action.

5.6 The Committee heard an application for an ABCD license change from a
Type 20 (beer/wine) to a Type 21 (spirits) at 4305 Orange Avenue. After
discussion, Sprague moved, Nelson seconded to recommend denial of a
conditional use permit. The Committee voted 9/3/1 (chair not voting) and
the motion passed to deny.

6.0 The election results were not available during the meeting.

6.1 The Chair appointed Larry Dennstedt as member and Leon Ray as
alternate to a Redevelopment Project Area Committee to study vacant sites
in the vicinity of SR-15 for future development.

7. The meeting was adjourned at 9:40PM.
