Cleland Heights/Latimer Estates Civic Assn.

New neighbors which i dont even know where they came from but they act like animals.  The trash piles up for weeks. These new tenants say they refuse to pay for trash pick up.  They have 4 dogs and 1 cat.  He piles up the trash next to my fence, the odor is out of this world. The bugs and flies are all over the yard and at night you see animals in his trash such as skunks and others.  He halls his trash to the park up the street.  I have been in the neighborhood for 13 yrs and I need help with this situation.  This person is bipolar and always scremming at his family.  I fear what he might do. He has been letting his dog use my lawn for his needs.  PLEASE HELP!
